The GIS & Tribal Resources Project Lead will work with the GIS Program Manager to design and create GIS products supporting several Tribal government departments including Culture, ENR, Governmental Affairs & Special Projects (GASP), and the Department of Archaeology & Historic Preservation (DAHP). The GIS & Tribal Resources Project Lead will manage data workflows and the coordination of data sharing related to governmental policy processes and issues pertinent to traditional ecological knowledge (TEK) and cultural resource matters including TEK in policy and planning, archaeological site protection, outreach and education, Tribal monitoring, review, and consultation. The GIS & Tribal Resources Project Lead implements, coordinates, and maintains internal technical standards associated with spatial data and GIS technology and assists the GIS Manager when developing and managing databases related to spatial data and TEK information. The GIS & Tribal Resources Project Lead will also coordinate and facilitate events and information sharing with Tribal Members regarding TEK, as well as desktop research, archival research and technical writing.  


Essential Duties:

  • Coordinate and facilitate opportunities to center and connect with Tribal Members in matters related to TEK and GIS tools.
  • Perform complex GIS data manipulation, analysis, extraction, and generation.
  • Create, collect, manage, and distribute spatial data in an accessible way. 
  • Compile and organize TEK & GIS data from maps, databases, and other sources.
  • Design, build and customize mobile GIS data collection applications for ease of use by Tribal Members, Tribal staff, and the public when appropriate.
  • Perform background research including record searches and archival historical documentation searches. 
  • Participate in and/or contribute to TEK & GIS matters related to Tribal, Federal, State, and local laws and regulations. 
  • Provide support as needed to senior Tribal staff in governmental agency and tribal consultations, partner coordination, and public facing activities. 
  • Review, research, and craft correspondence related to informational inquiries. 
  • Collaborate with Governmental Affairs & Special Projects tower team members on plans and implementation of plans and projects relevant to TEK and GIS. 
  • Participate in planning and general meetings with partners and governments on matters pertaining to TEK and GIS. 
  • Participate and support public outreach and education efforts and events. 
  • Support communication efforts and projects within the tower for Tribal Members and public audiences through documentation in writing, photo, and video forms. 
  • Develop and oversee Tribal efforts to facilitate safe and coordinated Tribal Member access to Tribal Ancestral Lands owned by the Tribe, other governments, and community partners. 
  • Automate GIS data processing tasks.
  • Develop and maintain online mapping applications and databases. 
  • Design and create high quality maps to support Tribal TEK and GIS goals. 
  • Directly provide training and support for GIS users
  • Collaborate with the GIS Manager to develop GIS training materials and train staff and other GIS users. 
  • Collaborate with the GIS Manager with administering ArcGIS Enterprise Portal and AGOL
  • Troubleshooting GIS applications, GPS, and data collection tools
  • Assist with UAV data collection and processing.
  • Field data collection

Additional Duties:

  • Conduct research, undertake due diligence efforts, and write reports. 
  • Undertake special projects and assignments, as directed. 
  • Provide documentation, records, reports, and communication, as directed.

  • Must be proficient in ArcDesktop and ArcPro software and processing tools.
  • Must be proficient with computers and general office equipment. 
  • Knowledge of the principles of geographic information science and GIS technology. 
  • Extensive skill in the use of GIS software, particularly ESRI, as well as proficiency in programming languages such at Python and Arcade as well as other languages such as SQL, HTML5, CSS, Java, JavaScript. 
  • Familiarity in the use of personal productivity software, Microsoft Office, and Adobe Creative Suite. 
  • Familiarity with and interest in growing skills related to the Lushootseed language, or a commitment and openness to learn under the guidance of Tribal experts. 

Education & Experience:

Education Required: 

  • Bachelors' Degree in geography, GIS, natural resources, planning or related field. A master's degree in a related field with extensive coursework in GIS can substitute for two years of relevant work experience. 6 years of demonstrated GIS work experience can substitute for degree requirements.

Education Preferred: 

  • Master's degree in geography, GIS, natural resources, planning or related field. with extensive coursework in GIS can substitute for two years of relevant work experience.

Experience Required: 

  • Minimum 8 years' experience with GIS analysis, data management, and cartography with bachelor's degree.
  •  Minimum 6 years' experience with GIS analysis, data management, and cartography with master's degree.
  • Experience designing, developing, and completing GIS projects.
  • Experience collecting GIS data with a sUAS. 
  • Experience in cultural resource protection and Traditional Ecological Knowledge (TEK) required. 
  • Experience designing and building robust enterprise-level geodatabases.   
  • Experience with scientific data collection. 
  • Experience designing data collection protocols and developing data collection applications.
  • Experience with high precision GPS data collection. 
  • Experience with ESRI application suite and customizations. 
  • Experience creating high quality maps based on sound cartography principles and aesthetics.
  • Considerable skill in applying GIS technology to solve more difficult analytical problems.
  • Considerable skill in troubleshooting GIS applications and data.
  • Practical, working experience with GIS software outside of the ESRI ecosystem.

Experience Preferred: 

  • Prior experience conducting field investigations preferred. 
  • Experience working with or for tribal government strongly preferred. 
  • Familiarity with and interest in growing skills related to project management is preferred.
  • Experience programming with Python and Javascript.

Certifications/Licenses:

  • Must have and maintain a current and valid Washington State Driver's License.
  • sUAS pilot's license required. 

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation. 
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

The work environment includes an office environment in a controlled atmosphere building. May include some work outdoors in all types of weather conditions. Hybrid work arrangements may be possible in accordance with the Tribe's Telecommuting Policy. Weekend and evening hours will sometimes be required.

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.


Additional Information:

  • Salaried, compensation will be determined based on experience and starts at $83,059.92 per year.
  • This position is a regular full-time position and employment is at will.

Location:

  • Snoqualmie, WA (Some hybrid work arrangements may be possible in accordance with the Tribe's Telecommuting Policy).
