Job description

Carnegie Mellon University's department of Enterprise Space Information Management (ESIM) is searching for a GIS Program Manager to join the team! This is an excellent opportunity for someone who thrives in an interesting and challenging work environment.
CMU is building an Enterprise Space Information Management (ESIM) service to develop, manage and maintain decision support systems for enterprise space strategies. This service will develop standards, processes, systems and applications that meet the data needs of academic and administrative departments with spatial data including application development, and data attribution, collection and availability. We need an organized, motivated self-starter who will lead the planning, design, development, implementation, rollout and support of a university-wide GIS service. This position will design, configure, manage , maintain and support maps and GIS applications for different functions.
This position is responsible for partnering with groups across the university clients to provide application development and support, spatial analysis, report design and generation, geospatial database maintenance, and general support across internal disciplines, and will provide GIS support and technical expertise to our internal and external customers clients. This role includes documenting cases where a GIS solution can improve operations, working with internal and external support resources to support the servers and applications software to ensure maximum information system availability and system performance.
Core responsibilities will include:

  • Service Development Duties:
    • Develop a GIS/mapping needs assessment and short and long range implementation plans with goals and priorities for the program
    • Develops Geographic Information System standards and policies for the University
    • Create RFPs, procure and coordinate contracts with providers of GIS products and services as needed to support the program goals.
    • Responsible for both short-term and long-term strategic planning, GIS software and AGOL Administration
    • Serve as project manager for mapping and GIS-centric projects.
    • Analyzes requests for a variety of new applications, programs and modifications to existing GIS programs.
    • Works closely with end users to identify GIS requirements, technical issues and training needs
    • analyzes current business processes and recommends best practice solutions
    • Coordinate project teams and provide technical support to various departments to determine their mapping needs related
    • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of GIS; incorporate new developments as appropriate into programs.
    • Work directly with other departments to determine user needs and provide custom solutions, perform complex geospatial analyses, prepare reports and discuss findings
    • Develop programs to work with interns/students to develop applications
  • Look for opportunities to hire and manage student workers and/or interns to support project goals
  • Mapping Applications/Data Duties:
    • Maintain, support, troubleshoot and monitor university ArcGIS Online site to ensure applications are functional, available and up to date at all times
    • Works closely with IT staff to resolve network, server, hardware, and/or software issues related to GIS functionality
    • Develop and maintain interactive online web mapping applications, both for public consumptions and for internal university departments to suit specific needs and requests
    • Responsible for all aspects of the development and maintenance of a comprehensive university geographic information system (GIS), including the design and production of mapping products for both internal and public use.
    • Design and develop Enterprise Geodatabases, maps, layers, applications, data models/designs, and data standards.
    • Coordinate new aerial photography and build a library of aerial photography data.
    • Work closely with Campus Design, Facility Operations and University Engineer teams to maintain, verify, and improve utility and building system data and imagery using appropriate tools and methods
    • Performs data research, investigation and verification
    • Utilize GPS and data collection tools
    • Create routines and applications to automate and simplify GIS data input and map creation.
    • Create specialty maps for university users based on use cases developed by meeting with stakeholder groups. Maintain a request log, priorities and calendar for map requests.
    • Maintain GIS section of the ESIM webpage and create and maintain web/story maps on the web page
    • Develop and maintain university's base map(s) and associated layers
    • Provides access to GIS data and trains personnel on the use of GIS technology
    • Updates and maintains Metadata on all GIS data for the university
    • responds to requests for the public for mapping data
    • Coordinates and conducts user training and develops training materials and manuals
    • Experience with Concept3D maps/data management a plus

You must demonstrate an ability to:
  • Work independently and exercise independent judgment within procedural guidelines.
  • Identify and conceptualize information needs, work flow sequences, and data acquisition problems.
  • Develop presentations, making the best use of available GIS applications
  • Effectively participate in GIS application programming and testing activities.
  • Reason logically and clearly with symbolic information.
  • Develop and maintain appropriate documentation.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Provide technical advice, staff training, and consultation to ensure efficient GIS systems utilization.
  • Adapt to changing technologies and learn functionality of new equipment and systems.
  • Plan and organize work to meet changing priorities and deadlines.
  • Effectively represent the GIS program to outside individuals and agencies to accomplish the goals and objectives of the unit.
  • Considerable knowledge of GIS database systems and ability to update and create maps using GIS software.
  • Advanced proficiency with ArcGIS Desktop software.
  • Proficiency with ArcGIS Server software.
  • Proficiency with ArcGIS Online.
  • Experience with ArcGIS scripting languages.
  • Proficiency with Microsoft SQL Server and Microsoft Access.
  • Proficiency with Geodatabase.
  • Experience designing, constructing and maintaining GIS data layers.
  • Experience administering GIS data sharing.
  • Experience with Web content management systems and Web graphics.

Qualifications:
  • Bachelor's degree from an accredited four-year college or university with major course work in GIS, geography, computer science, planning, engineering, or related fields, and three to five (3-5) years technical experience with geographic information system design, implementation, and management, including considerable experience in both administrative and project supervision. Advanced experience in GIS software and application development including use of ArcGIS Pro, ArcGIS Desktop, ArcGIS Online, ModelBuilder, and Python.
  • An Associate's degree with a minimum of six (6) years of professional experience utilizing GIS and analyzing, developing, integrating, and managing a variety of large-scale data sets to aid in space planning and management decisions may be considered in lieu of degree.
  • GISP certification is preferred
  • Experience in higher education is recommended.
  • Experience in utility systems is recommended.
  • Minimum of 3 years of direct and verifiable work experience in the use of ESRI product suite, ArcGIS Online, GPS and data collection tools.
  • Associates degree requires 6 years or more verifiable work experience in the use of ESRI product suite, GPS and data collection tools.

Current Workplace Flexibility:
  • The guidelines for staff work arrangements state that staff should be either fully in-person or hybrid with staff in person at least three days per week. Some staff may work in person more than three days a week due to the nature of their jobs. These guidelines continue to be in effect through the end of 2024.
