Description
Responsible for assisting in development, oversight and performance of professional level duties related to the development and implementation of systems, networks, databases and macros to create, maintain, display and update a County-wide government geographic information system (GIS).
Examples of Duties
  1. Designs, develops, implements, coordinates and maintains internal technical standards associated with spatial data and GIS technology in cooperation with other management and staff.
  2. Assists and mentors' staff in developing and managing databases related to spatial data and administers GIS datasets for use in maintaining a comprehensive geographic system for the County and local agencies.
  3. Oversees GIS workload and concerns; assigns work to other staff as required.
  4. Develops and implements custom GIS applications to ensure query capability and data access to various GIS layers.
  5. Develops tools to automate input data processes and performs data edits as necessary to maintain highly accurate data.
  6. Identifies, troubleshoots and resolves GIS database discrepancies, applies corrections as necessary, and identifies data improvements to ensure the accuracy and reliability of data and GIS products in accordance with established standards.
  7. Creates and maintains necessary documentation for the GIS system, user-training materials and manuals.
  8. Performs a variety of analytical studies related to the development and implementation of the GIS system, evaluates alternatives, makes recommendations and prepares technical reports.
  9. Conducts presentations to other individuals or departments regarding the use of the GIS system, explains necessary hardware and software requirements to use the system may provide user training as needed.
  10. Keeps abreast of advancements in the field of GIS, attends training sessions and seminars as appropriate to maintain advanced technical expertise.
  11. Evaluates potential fit and impacts of new advancements in the GIS system; provides recommendations for adoption and/or procurement based on analysis.
  12. Works with aerial photography and/or satellite imagery.
  13. Conducts analysis, Geo-registration, and other imager processing services.
  14. Maintains accurate records, drawings and files related to assigned activities.
  15. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team. Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Typical Qualifications

Required Knowledge and Skills:
Knowledge of:
  • Techniques and principles of GIS.
  • Principles and practices of systems analysis and development.
  • Applicable laws, codes and regulations.
  • Applications programming principles, techniques and documentation practices.
  • Principles and practices of cartography, coordinate systems, projections and scale.
  • Principles and practices of relational database design and management.
  • Record keeping principles and practices.
  • Cartographic mathematics and statistics.
  • Techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds.

Skill in:
  • Planning, conducting, coordinating and implementing complex GIS conversion projects for various County departments and other local agencies.
  • Organizing their own work, setting priorities and meeting critical deadlines.
  • Instructing non-technical users in work procedures.
  • Analyzing user systems and developing and programming applications to meet those needs.
  • Preparing clear and concise program documentation and user procedures.
  • Using initiative and independent judgment within established procedural guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Education and Experience:
Bachelor's Degree in geography, or a closely related field; AND five (5) years of professional level experience in developing and implementing automated geographic information systems; OR an equivalent combination of education, training and experience.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
Nevada Driver's License.

Nevada Public Employees' Retirement System (PERS)(1):
  • Humboldt County, Nevada contributes 33.50% of an eligible Regular Member's salary for retirement.
Nevada Deferred Compensation Program (NDC):
  • The NDC is voluntary retirement savings program for employees of the State of Nevada, NSHE and other local government employers.
  • The program is designed to supplement other retirement savings and pensions.
  • Contributions are made pre-tax and investment earnings are tax-deferred or you may invest on pre-tax(Roth) basis and your investment earnings will be tax free upon eligible withdrawal.
  • Both types of deductions are made through payroll.
Insurance Coverage
Insurance Stipend:
  • Humboldt County, Nevada provides a monthly insurance stipend to assist employees who elect to participate in any of the County offered insurance plans.
  • The stipend for Fiscal Year 2023-2024 is $1,300.00 per month.
Health Insurance Eligibility:
  • Employees working 30 hours or more per week are eligible for health insurance coverage.
  • Eligible employees as defined in the group health insurance plan are eligible to enroll in the group health insurance plan effective the first of the month following 30 days of employment.
  • Dependents of employees, as defined in the current plan booklet, are also eligible for coverage under the insurance plan at the employee's expense.
  • Employees must authorize a payroll deduction of any share of the health coverage premium, which is to be paid by the employee.

    Leave Plans
    Annual Leave:
    • All full-time employees will earn annual leave beginning from their initial date of hire at a rate of .0385 hours earned per hour's paid(3).
    • Part-time employees who regularly work 20 hours or more per week will earn annual leave on a pro-rated basis.
    • Employees earn additional annual leave hours at 3, 6, 11, 16 and 21 years of service up to a maximum of 192 hours per year.
    • While on probationary period, an employee cannot take annual leave for the first six months; the employee still accrues vacation leave during this time.
    Sick Leave:
    • Eligible Humboldt County, Nevada employees accrue sick leave at the rate of .0384 hours for each hour worked up to a maximum accrual of 120 hours per year with a maximum accrual of 980 hours.
    Holiday Leave:
    • Eligible Humboldt County, Nevada employees enjoy 12 paid holidays per year plus one additional day as a floating holiday(4).
