The State Highway Administration's (SHA) Office of Planning and Preliminary Engineering (OPPE) Data Services Division is recruiting for GIS Centerline &Traffic MonitoringTeams Manager(Transportation Engineer III)position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The Data Services Division's State and Local and Traffic Monitoring Teams are responsible for maintaining a current road inventory of various physical, administrative and traffic class and count attributes for over 32,000 miles of public roadways and highways in Maryland including roads maintained by State, County and Municipal agencies; managing and maintaining SHA's Traffic Monitoring System (TMS) and the Geographic Information System (GIS) centerline network which represents the location, geometry and length of Maryland's public road network , and compiling, validating, and preparing data for the annual submission of the Certified Public Mileage report and Highway Performance Monitoring System (HPMS) data to FHWA.

Nature of Work: The GIS Centerline & Traffic Monitoring Teams Manager will manage and maintain a current and accurate road inventory system which is SHA's official source of data on the extent, condition, performance, use and operating characteristics of Maryland's public roadways and highways. This position will compile, validate, and publish accurate annual mileage statistics which are used to calculate the annual distribution of Highway User Revenue (HUR) Funds to Maryland counties and municipalities. This position will also coordinate the submission of the annual Road Improvement Reports to SHA. The Road Improvement Reports are submitted to SHA by 23 counties and 145 municipalities and document the changes made to their roadway system in a given calendar year.
This position will review data submissions received annually from local jurisdictions to ensure their completeness and accuracy, and compliance with the laws, codes, and standards of Maryland and SHA. The GIS Centerline & Traffic Monitoring Teams Manager will also act as a liaison between SHA and local transportation agencies to determine jurisdictional responsibility of roadways.

Education: Possession of a bachelor's degree in engineering from an accredited college or university.
Experience: Two (2) years of experience in professional engineering.
Selective Qualification: One (1) year of experience performing data editing using Esri's ArcGIS.

A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualification
The ideal candidate should possess one or more of the following:

  • Experience using Esri's Roads and Highways software.
  • Experience with maintaining a linear referencing system in a spatial database.
Notes:
1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.
2. Possession of a master's degree in engineering may be substituted for one year of the required experience.
3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
