JOB SUMMARY
This position designsand manages the Enterprise ArcSDE geodatabase and develops data maintenanceplans, and performs related professional and technical work as required. Theincumbent works within broad policy and organizational guidelines and doesindependent planning and implementation, reporting progress of major activitiesthrough periodic conferences and meetings.
ESSENTIAL JOBFUNCTIONS:
- Maintains and manages the Enterprise ArcSDE enterprise geodatabases including performance of configuration and tuning, database security and access, database compression and version management, archiving, replication and synchronization;
- Develops and maintains GIS web applications for use by city departments and the public, publishing GIS web services, and assisting in maintaining GIS website;
- Serves as a high level technical expert in design, development, implementation, and testing of complex GIS applications or significant enhancements to existing GIS applications;
- Serves as highest-level technical expert, addressing issues of standards, strategy, technical requirements, and long-term administration and maintenance;
- Coordinates directly with all city departments to develop and maintain specific GIS data and analysis;
- Scopes and reviews the technical work of consultants, contracting agencies, and other organizations as appropriate;
- Assists with scoping GIS projects;
- Acts as back up to the GIS Administrator in their absence;
- Coordinates and participates in the development, implementation, maintenance and use of the GIS system in multiple City departments;
- Analyzes GIS technology requirements of City departments; develops plans to implement new or modified technology to help meet departments' needs;
- Evaluates implementation requirements, and recommends resources needed;
- Designs and produces both simple and complex analytical GIS procedures to meet established needs; tests applications to ensure the desired end results;
- Trains and assists end users with application implementation; resolves user problems with GIS-related hardware and software operations;
- Contacts vendors to resolve technical problems as necessary;
- Writes and maintains technical documentation to support new and existing GIS applications, including maintenance procedures and standards;
- Maintains inventory of GIS system hardware and software;
- Provides weekday, after-hours and weekend primary support for GIS systems;
- Receives and responds to inquiries, concerns and complaints in areas of responsibility;
- Performs general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, attending meetings, answering the telephone, etc.;
- Attends training, seminars and conferences as appropriate to enhance job knowledge and skills; and
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS TOPERFORM WORK:
- Bachelor's degree in computer science, geography or closely related field;
- Four (4) years of relevant prior experience;
- Experience with GIS software, including ESRI's ArcGIS Enterprise, ArcGIS Desktop, ArcGIS Pro and ArcGIS Online;
- Valid South Carolina Class "D" Driver's License.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of Python Script, SQL, and ArcGIS ModelBuilder;
- Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models;
- Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
- Ability to counsel or instruct/train others through explanation, demonstration and supervised practice or making recommendations based on technical expertise;
- Ability to lead, operate or repair complex machinery or equipment that requires extended training and experience, such as the design, installation, maintenance and troubleshooting of GIS systems;
- Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems;
- Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
- Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and
- Ability to take actions of others, requiring almost constant decisions affecting co-workers, customers, clients or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.
PHYSICAL DEMANDS:
The work is considered sedentary in nature and involveswalking or standing some of the time and involves exerting up to 10 pounds offorce on a recurring basis, 20 pounds occasionally, or routine keyboardoperations. The work requires the following physical abilities to perform theessential job functions: fingering, hearing, mental acuity, speaking, talking,and visual acuity.
