Under general supervision performs work of moderate difficulty in Geographic Information Systems management including database design, ArcGIS Enterprise and ArcGIS Online administration, data maintenance, data analysis and interpretation, modeling support, application development; and project management; performs other duties as assigned.
Please note:
This position is up to 75% remote work and 25% minimum in office time. When working remotely, 1.5 hour response time is required for urgent IT matters and is subject to change at any time.
Typical Duties

- Designs, develops, programs, and supports integrated GIS systems
- Designs and implements custom web applications for internal and public use
- Provides oversight and management for large projects
- Utilizes various software and extensions to perform complex GIS analysis
- Utilizes various programming languages related to GIS development
- Works closely with GIS staff and departments to understand their business needs and prepares technical specifications and recommends options to stakeholders
- Researches and implements new technologies and methodologies for GIS solutions in coordination with GIS Manager, Documents processes and procedures
- Develops and implements of GIS tools, add-ins, and web- based applications
- Help to administer server infrastructure in an ArcGIS Enterprise Deployment
- Provides support for the administration and configuration of ESRI's Enterprise deployment including ArcSDE, ArcGIS Server, ArcGIS Portal, and ArcGIS Online
- Creates customized geospatial solutions within the ArcGIS Enterprise environments relying heavily on application programming languages such as Python, and Arcade in ArcPro and ArcGIS
- Works on multiple projects and maintains high levels of professional conduct and work quality
- Creates and maintains maps and map products
- Designs, implements, and debugs complex GIS centric application and database solutions
- Functions as a database administrator, serves as ArcGIS Online administrator
- Provides user training while developing systems documentation and instruction manuals
- Works on a variety of projects while meeting tight deadlines
Essential functions include but are not limited to sitting and using repetitive hand-wrist motion for data analysis and computer work; working around and with other staff and county departments; working effectively in a remote office environment; communicating in ordinary conversation and technical presentations.
Minimum Qualifications
Bachelor's degree in geography, urban planning, environmental science, or related field, and four years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, OR
Associate degree in geography, urban planning, environmental science, or related field, and five years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, OR
Six years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, OR
Any equivalent combination of education, training and experience that demonstrates the ability to perform the duties of the position.
Preferred qualifications include experience building and maintaining mapping applications using ESRI's ArcGIS desktop or online platforms; managing and administering spatial and non-spatial data, within a traditional and branch versioned SDE database ; installing, configuring, customizing, administering, and maintaining an Enterprise GIS system, including ArcGIS Server, ArcGIS Portal and ArcGIS Online. Ability to troubleshoot problems and develop both short-term and long-term solutions; to use and create automated processes using model-builder, python and/or other automation tools; to work on a variety of projects while meeting tight deadlines; to establish and maintain effective working relationships with a variety of individuals and groups including customers in stressful situations; ability to work collaboratively with GIS and IT peers; to communicate effectively both orally and in writing with all levels within the organization; including the ability to conduct public presentations and GIS training. Skilled with Esri GIS products including ArcGIS Enterprise Version 10.x, including the ability to create and maintain maps and map products; extraction, transformation, and loading (ETL) of data from various sources (both internal and external) into enterprise system involving the use of various scripting languages such as SQL or Python. Creative problem-solver who likes to be challenged and a demonstrated willingness to take initiative and ability to work independently.
The ideal candidate will contribute to the successful delivery of Enterprise GIS services having proven experience in designing and deploying enterprise- wide solutions with the full ArcGIS Enterprise platform. This includes development and implementation of GIS tools, add-ins, and web- based applications; providing support for the administration and configuration of ESRI's Enterprise deployment including ArcSDE, ArcGIS Server, ArcGIS Portal, and ArcGIS Online; and creation of customized geospatial solutions within the ArcGIS Enterprise environments relying heavily on application programming languages such as Python, and Arcade in ArcPro and ArcGIS Online applications. . This position will provide support to various internal and external clients; and offers daily diversity of work activities based on client needs. The candidate will be responsible for working on multiple projects, and must maintain high levels of professional conduct and work quality. Examples of duties may include: designing, implementing, and debugging complex GIS centric application and database solutions; functioning as a database administrator, serving as ArcGIS Online administrator, and providing user training while developing systems documentation and instruction manuals.
This position is non-exempt from overtime.

- Advanced GIS concepts, geoprocessing functions and techniques, and spatial database management procedures
