Job Summary
Provides operational planning and oversight of professional contract administration work related to design and construction of capital improvements, maintenance and planning projects and studies. Responsible for the support of construction project managers through the preparation, evaluation, negotiation, budget tracking, and management of construction contracts, agreements, and purchase orders. Administers and provides supervisory oversight of assigned staff, general accounting system, cashiering, payroll, financial reporting, budgeting and related policy and financial analyses, and/ or financial information systems auditing. Facilitates agendas and action items for the Capital Development Advisory Council and Governing Board.
Essential Functions
45% Assist project managers and professional consultants to develop contracts, work orders and agreements:
  • Prepare and/or review construction contracts, professional service agreements, and professional service work order.
  • Provide contract administration for contracts, agreements, and purchase orders.
  • Provide administration duties with planning, design and construction contracts and agreements, including architectural, engineering, and construction services.
  • Prepare and/or review contract documents, change orders, notices of award, notices to proceed, and other required documents.
  • Coordinate contractual insurance and bond requirements.
  • Facilitate timely payments per Arizona Prompt Payment Statute and ensure customer compliance with payment terms.
  • Monitor project schedules.
  • Monitor contractual compliance (milestones, deliverables, invoicing, etc.) and contract cost performance.
  • Prepare reports and summaries of project status, schedules, costs, budget reconciliations and related data.

30% Serves as department lead over regular staff under general supervision:
  • Plans, organizes, assigns, supervises, reviews, approves, and evaluates the work and day-to-day activities of staff.
  • Provide internal and districtwide external staff coaching, training, and mentoring.
  • Monitors department output for MCCCD policy and regulatory compliance.
  • Review and approve requisitions for procurement activities related to Districtwide projects and purchase orders for ten Maricopa colleges and the District Office; uses complex analysis and stakeholder engagement to provide consultation to the campuses and resolve issues relating to procurement for Districtwide projects and purchase orders, including policy and procedure guidance and availability of funds
  • Conducts compliance and quality control checks for Districtwide ProCard transactions; approves documentation, analyses tax coding, and verifies chart field accuracy.
  • Serves as backup and performs most duties of department supervisor, while the supervisor is out on leave

15% Assist in preparation of Action Items, review documentation for the Capital Development Advisory Council (CDAC) and Governing Board for approval of contracts, agreements, change orders, land sales and easements; partners with appropriate stakeholders to ensure accuracy, including campus Vice Presidents, MCCCD Chief Operating Officer, and MCCCD Sr. Vice Chancellors
  • Assist in updating forecast of upcoming construction and maintenance projects projected to meet CDAC and/or Governing Board threshold for approval.
  • Assist the colleges in action item development, project budget confirmation, financial codes and required documentation for Action item submission, addresses campus issues, concerns, and compliance questions during action item development.

10% Performs other duties as assigned.
Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in finance, accounting or directly related field, four (4) years of experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.
OR
Associate's Degree from a regionally accredited institution in finance, accounting or directly related field, six (6) years of experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.
OR
High School Diploma or eight (8) years of experience providing advanced professional financial analysis and support for assigned function of finance, payroll or budgeting related to area of assignment.
Desired Qualifications
A. Experience reviewing construction cost proposals for accuracy.
B. Experience with administration of construction contracts and other related documents.
C. Experience in working with an online financial management system, preferably Peoplesoft.
D. Experience working with financial resources (e.g. general operating fund, auxiliary funds, capital funds, grant funds, monitoring and financial reporting).
Special Working Conditions
ADA & Other: Requires fingering, talking, hearing, seeing, memory, and repetitive motions.
Sedentary Work: Work involves sitting most of the time. Exerts up to 10 points of force occasionally and/or uses a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Working Conditions: Work is routinely performed in an indoor, office environment.
