GEOGRAPHIC INFORMATION SYSTEMS (GIS) ANALYST
SUMMARY DESCRIPTION
Under supervision of Capital Projects, the GIS Analyst performs analyses and technical work associated with database integrity directly related to the District's GIS platform and extensions. The GIS Analyst also develops methodical approaches to data conflicts, resolves issues with administrators, vendors, and other public agencies, and is responsible for overall database performance, efficiency, and effectiveness. Incumbent performs related work as required.
EXEMPLARY DUTIES/RESPONSIBILITIES
Capital Projects and Facilities Management (Including and not limited to:)

  1. Works in support of the Long Range School Planner and School Property Planning Manager towards tasks and responsibilities distributed through Capital Projects & Facilities Management.
  2. Manage, analyze, and produce maps for:
    1. School rezoning and enrollment boundary changes
    2. Assists in generation of annual/official student geocode with the Long-Range School Planner.
    3. Board of Trustees redistricting technical lead upon 10-year census.
  3. Management and mapping of Districtwide space/room utilization leveraging the Education Facilities Bridge and/or other Facilities Utilization Software.
  4. In conjunction with available/provided data, performs research and analysis on housing market conditions and projected student yield, tracks new residential construction permits and coordinates with School Planner in projecting potential impacts to school enrollment.
  5. Local area agency GIS related and data engagement (TMRPA, City of Reno, City of Sparks, and Washoe County), Truckee Meadows Public Lands Management Act.
  6. Generates demographic layers considerate of regional demographics IE family income by school zones.
  7. Contributes to the overall coherence of geospatial phenomena as it pertains to WCSD and the Capital Projects and Facilities Management department.

Student Support Services Departments (IE Office of Continuous Improvement, Police, Transportation, Special Education). Where workload permits: Ad hoc evaluation, analysis and mapping for departments as requested including but not limited to:
  1. Assists the Office of Continuous Improvement with mapping chronic absenteeism, graduation rates, test results for literacy improvements, and various other demographic and student performance dynamics.
  2. Advising, instructing, and assisting School Police's School Safety and Emergency Management personnel with their GIS licensing and deployment.
  3. Coordination and support with the Transportation department's GIS practices and applications.
  4. Assists Special Education in program placement coordination & mapping.
  5. Miscellaneous mapping and analyses projects including Before and After School Programming, Tribal Lands student mapping, etc.

EMPLOYMENT STANDARDS
Education/Experience: Any education and experience that would provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:
Education: Bachelor of Science in GIS, geography, or a closely related field
AND
Experience: Two-to-three years of experience related to the operation, development, and management of GIS systems, and/or analysis of demographic-related data.
Knowledge of: WCSD planning, zoning, and transportation procedures; local entities and the approval process for new developments and streets; electronic systems used to track new developments and streets; use of GIS to support applications and functions throughout the District; ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, Python for ArcGIS and related ESRI programs, Geographic Information Systems; computer mapping; and cartographic practices.
Skilled at: Performing GIS data entry and digitizing procedures; dealing with telephone calls from the public and school personnel; handling multiple responsibilities simultaneously; designing and sequencing processing tasks; identifying characteristics of aerial photographs and interpreting maps; operating various types of equipment used for GIS; interpreting and applying regulations, policies, and procedures; communicating effectively, both orally and in writing; maintaining effective working relationships with outside vendors, department staff, and representatives of other departments; using cartography/computer-aided mapping equipment, digitizer, plotters, map, and aerial photo equipment; working collaboratively and in a team environment; communicating effectively about the GIS database and its appropriate use of capability; demonstrating own initiative when not otherwise provided direction; and organizing complex tasks and managing multiple priorities and using office equipment including but not limited to, scanners, projectors, large format printers, plotters.
Special Considerations: Must be willing and able to work a flexible schedule and to attend meetings outside the regular work hours and travel as directed to meetings outside the Reno/Sparks area; willing and able to conduct periodic field data collection in outdoor environments with potential exposures to extreme heat and cold; able to move objects weighing up to 25 pounds; able to sit for extended periods; and willing and able to upgrade GIS skills periodically, as appropriate.

Salary
Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by Washoe County School District are normally placed on the entry step (step one) of the grade of the position.

Additional Job Information
This is a 40 hour per week, 260 day position.
INCENTIVES
Eligible employees of WCSD receive different benefits depending on their scheduled hours per week.
Eligible Employees who regularly work less than 20 hours per week receive Social Security benefits, salary increases, longevity bonuses, and credit union benefits.
Eligible Employees who regularly work 20 to 24.75 hours per week receive PERS retirement benefits, which are lifetime pension plans for public employees in various states,
In addition to the benefits above. Eligible Employees who regularly work 25 to 27.25 hours per week receive all the benefits above except medical, dental, and vision insurance.
Eligible Employees who regularly work 27.5 hours per week or more receive full benefits of the district, including medical, dental, and vision insurance, holiday pay, vacation pay, sick leave, life insurance, and insurance premiums for summer months.
Beginning July 1,2023: If you are enrolling in our health insurance plan and submit all proper documentation, you should know that there is no waiting period, your medical, dental, vision and life insurance will become effective on your first contracted work day.
All eligible employees also enjoy no state income tax and no Social Security deductions for most positions working 20 hours per week or more.
New employees will be fingerprinted upon hire and every five years thereafter and will have $58.50 deducted from their first paycheck to help defray the cost of fingerprinting. Non-licensed employees will have $58.50 deduction when their fingerprints are completed every five years. Fingerprint fees are subject to change.
Temporary employees working less than 6 months do not receive benefits.
