The Outreach Program Manager, plans, organizes, and coordinates Governmental Affairs and Special Projects (GASP) department outreach and communication activities with a focus on incorporating Snoqualmie Tribal Culture, especially as it relates to Snoqualmie rights. The Outreach Program Manager will focus on effective planning, execution, and coordination, and will serve an integral role in the Snoqualmie Tribe Ancestral Lands Movement and other outreach initiatives and projects managed by the GASP Department. 


Essential Duties:

  • Coordinate with Tribal departments, outside agencies, and organizations to incorporate Snoqualmie Tribal culture, history, and language into outreach efforts, projects, and materials in a culturally appropriate and respectful manner.
  • Plan, draft and oversee creation of educational material including press releases, brochures, social media, films, and other materials related to outreach projects and initiatives within the GASP Department including the Snoqualmie Tribe Culturally Modified Tree Protection Plan and the Snoqualmie Tribe Ancestral Lands Movement. 
  • Collaborate closely with other tribal departments and consultants relevant to GASP outreach projects and initiatives. 
  • Foster collaborative and supportive relationships with Tribal artists, nonprofit organizations, community groups, external governments, schools, and other relevant communities. 
  • Work closely with other Tribal staff in the Governmental Affairs & Special Projects, Archaeology & Historic Preservation, and Environmental and Natural Resources departments and other relevant departments on all matters related to outreach.
  • Collect information and data to best inform outreach project planning and implementation. 
  • Coordinate with assigned staff involved in planning, designing, and implementing complex outreach projects within the GASP tower.
  • Develop project scope and objectives and detailed plans with milestones and task assignments to achieve outreach objectives within the GASP Department. Conduct associated meetings and track project budgets. 
  • Design, prepare, implement, and publicize communications, materials, and processes for internal and external cultural and educational projects. 
  • Support the Snoqualmie Tribe Ancestral Lands Movement in coordination with other GASP team members.
  • Track and monitor GASP outreach materials. 
  • Prepare regular reports and updates regarding outreach goals, objectives, and schedule.
  • Ensure proper management of program records and information. 
  • Gather, compile, analyze, and maintain data and prepare reports.
  • Plan department goals and objectives and policy development.
  • Prepare and manage grants and project budgets
  • Plan, coordinate, and participate in public Outreach Programs, conservation programs, local festivals and events, and volunteer events. 

Additional Duties:

  • Coordinate and participate in outreach initiatives and events, which may require attending local and regional meetings after normal working hours on a regular basis.
  • Participate in internal Tribe working groups and boards and larger tribal outreach boards/working groups to provide and coordinate on information regarding cultural topics and sensitive and sacred lands. 
  • Monitor assigned budgets and assist in preparing grants and grant proposals 
  • Maintain confidentiality and communicate with tact and discretion.

  • Demonstrated knowledge of Tribal consultation principles and practices. 
  • Demonstrated knowledge of cultural resource protection and associated laws and practices.
  • Excellent communication and interpersonal skills for effective community engagement.
  • Knowledge of applicable statutes, rules, regulations, ordinances, and codes.
  • Knowledge and teamwork skills to interact with technical and political professionals including scientists, biologists, planners, elected leaders and agency officials. 
  • Skill in prioritizing tasks, projects, and demands.
  • Maintaining Current Knowledge: ability to effectively read, analyze, and interpret general periodicals, professional journals, technical procedures, or governmental regulations. 
  • Interactive Presentation: ability to effectively present information and respond to questions from groups of individuals including the public.
  • Excellent written and verbal communication skills. 
  • Demonstrated ability to communicate effectively with diverse populations.
  • Effective problem solving and conflict resolution skills.
  • Strong organizational skills, accuracy, and attention to detail. 
  • Ability to work in a fast-paced environment with deadlines and manage multiple priorities.

Education & Experience:

Education Required:

  • Bachelor's degree in project management, planning, public relations, communications, or a related field is required. 

Education Preferred:

  • Certificate or educational experience in a field related to the environment, tourism, or recreation strongly preferred. 

Experience Required:

  • At least 5 years of experience in outreach, planning, communications, or a related field is required.
  • At least 2-3 years of experience working directly on matters regarding sustainability, environmental science, and/or tourism is required. 
  • At least 2-3 years of experience in organizing and executing outreach initiatives and events is required. 
  • Experience with scientific data collection and management required.

Experience Preferred:

  • Background in environmental-related field is strongly preferred. 
  • Working knowledge of Tribal sovereignty and jurisdictional issues strongly desired.
  • Experience working with or for tribal government preferred.

Certifications/Licenses:

  • Valid and unrestricted Washington state driver's license.

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation. 
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

Work generally takes place in an office environment within a controlled atmosphere building. Noise levels are typically low to moderate. Remote or hybrid work arrangements may be possible in accordance with the Tribe's Telecommuting Policy. Weekend and evening hours will sometimes be required.


Tribal Preference:

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.


Additional Information:

  • Salaried, compensation will be determined based on experience and starts at $83,059.92 per year. 
  • This position is a regular full-time position and employment is at will.

Location:

  • Snoqualmie, WA (Hybrid work arrangements may be possible in accordance with the Tribe's Telecommuting Policy).
