Duties of Senior Rural Development Specialist:
- Provide technical assistance and training to small water/wastewater utilities, local government officials, and other community organizations to facilitate infrastructure project development and funding and improve operations and maintenance, utility management.
- Conduct on-site visits with community officials, agencies or individuals; conduct needs assessments; comprehend financial statements to develop financial projections; develop project funding strategies; adhere to various funding agency guidelines; prepare funding applications; monitor project schedule; assist in grant and loan document completion; and prepare and provide progress reports and updates regarding the status of projects.
- Assist the RCAP State Manager with program development which may include participating in the development and delivery of financial management training for public officials and governing boards and providing grant administration services to communities.
- Conduct outreach and networking for the RCAP program by forming, coordinating, and/or participating in Rural Development networks and associations.
- Deliver presentations at public meetings, conferences, and industry organization meetings. Facilitate public meetings for local governments and small utilities.
- Other duties and responsibilities as directed by supervisor.
Education:
Preferred bachelor's degree in finance/accounting, public administration, business management, Ohio Municipal Clerk or other Auditor of State certification, or equivalent experience.
Experience:
Experience in water or wastewater management, municipal finance, grant administration, or utility administration operations. One to three years' experience working with Microsoft Office modules, internet, and database software.

- Must have insured, dependable transportation available for daily use.
- Must submit to initial and/or periodic state and/or federal criminal checks.
- Must submit to initial and periodic drug and alcohol testing.
- Ability to be reached by cellular phone during business hours and after hours.
- Adequate internet bandwidth to handle online meetings and training.
- Available for travel, including overnight and sometimes out of state.
