Functional Specialist Advisor - Level IV

Overall Assignment Description:

Primary role is AOT staff and mission support, Level 4 specialist for NGA. Assists, plans, coordinates and supports AOT. Reports to AOTBC Branch Chief, NCE. The objective is to establish an effective and efficient GEOINT command and control presence at the AOT encompassing local and disparate NGA liaisons, analysts and managers. NGA-level information on analysis, data, engagements and programs will be transparent, accessible, measurable and continuously improved.

As part of the Analysis Office of Counterterrorism, individuals in this position provide support that will enable AOT to accelerate implementation of its Mission-Next goals. AOT requires contract personnel with proven experience in the Intelligence Community, Department of Defense and NGA. Contractor support is required to accelerate efforts to implement NGAs Vision by planning, assisting and coordinating GEOINT actions and activities in support of NGA component in all classification domains. Contract support is also needed to identify, assess and implement new GEOINT capabilities and services in a dynamic environment that provides managers, partners and customers easy access; ensures content relevancy, timeliness and accuracy; and facilitates search and discovery.

As Requirements Developers in this position these individuals will:

  • Assist NGA AOT leadership in day-to-day operations
  • Create memoranda, briefings, monthly reports, papers, meeting minutes and documents
  • Generate input for weekly activity reports and weekly staff meetings
  • Perform as primary action officer for tasks assigned, which includes coordinating the task, ensuring that all requirements are met and fully addressed, ensuring that NGA AOT leadership has reviewed and approved the task response, and ensuring that task response is prepared for release prior to the suspense date and time
  • Assist the NGA AOT leadership at the embed location (NCE.)
  • Prepare special or one-time reports, summaries, or replies to inquires relating to the mission; selecting relevant information from a variety of sources such as reports, documents, correspondence, and other offices, etc., under general directions
  • Prepare Action Items and Notes commitments made by executives during meetings and arranges for follow-on meetings and implementation
  • Anticipate and prepare materials needed for conference, correspondence, appointments, meeting, telephone calls, etc., and informs lead officer on matters to be considered
  • Review outgoing correspondence for NGA approval and alert authors to any conflict with the file or departure from policies; gives advice to resolve the problems
  • Summarize the content of incoming materials, specially gathered information, or meetings to assist NGA leadership; coordinate the new information with background office sources; draws attention to important issues, and initiates actions as directed
  • Review publications, agency regulations and directives, and takes action or refers those that are important to the NGA interests
  • Advise administrative personnel in subordinate offices on new procedures; requests information needed from the subordinate office(s) for periodic or special conferences, reports, inquiries, etc.
  • Managing/quality control content in an online/web environment

Skills and Experience:

Required:

  • Possess a Bachelors Degree or higher in International Security or Science field or at least 7 years relevant experience in the counter terrorism or physical security field in lieu of a Bachelors Degree
  • Experience authoring, coordinating, and maintaining a repository of MOUs, MOAs, SOPs, etc.
  • Experience managing office actions, meetings and activities
  • Experience planning, leading and implementing successful completion of major project initiatives and efforts
  • Experience with handling and portion marking classified material along with regulations related to JWICS/SIPRNet/NIPRNet domains.
  • Experience interfacing with different personalities in a range of positions, including many at very senior levels within multiple agencies
  • Strong skills with COTS and GOTS multi-media software tools and processes.
  • Proficient with Intelink procedures and processes and expert MicroSoft applications
  • Familiarity with current and legacy NGA products and policies, to include data, content, supporting services and applicable registries
  • Excellent communication skills (both verbal and written, to include preparation and delivery of briefings and training)
  • Ability to independently initiate, manage, execute and report tasks as identified by the government

Desired:

  • Experience writing Business Plans, CONOPS, policies and other technical documents
  • Experience in content rules/governance, to include policies, logical practices, procedures and decision forums
  • Experience in SharePoint advanced user and Data Transfer Officer certified
  • Experience with the US Intelligence Community and specifically Geospatial Information System (GIS) aspects
  • Experience of NGA, DoD and IC regulations
