Veterans Engineering is looking for 4 Functional Area Enterprise Architects (FAEA), for a program expected to start in April. To join our team to expand their career in an exciting and challenging environment.
Description:
You will be responsible for helping our federal clients explore the “art of the possible” in areas including but not limited to enterprise, service architecture, design patterns, roadmaps, and critical systems architecture. While the goal is to migrate what can be to the cloud, this role requires a deep set of soft skills and broad technical skills.
The ideal candidate loves to build solution sets, is affable, detail-oriented, and can quickly context switch between executive-focused and technologist-focused conversations.
As a Functional Area Enterprise Architect Architect, you will consider the big picture, and take a strategic and cross-organizational view of business activity systems and the IT they depend on.
You will be responsible for researching and asking questions until the business problem is clarified between necessary stakeholders, translating business drivers to technical staff and technical concepts to government officials and leaders.
You must be a self-starter who collaborates well, helps others, and completes your assigned initiatives in a timely and complete fashion. You will lead teams for assigned projects and collaborate with government customers and vendors. You will apply your expertise on multiple complex work assignments, which are broad, requiring originality, creativity, and innovation in determining how to accomplish tasks. You will apply your in-depth knowledge across key tasks and high-impact assignments, evaluate performance results and recommend changes as necessary to achieve project success. You will lead the high-level and detailed architecture of complex systems related to various business areas.
Note each of the Functional Areas contains other staff members such as business analysts and program mangers, the scope below is for the functional until the FAEA are responsible for all the technical delivery but will be assisted by a BA and work for the Functional Area program manager.
Role 1 – Functional Area: Analytics Support an planning
DOCUMENT REVIEW AND STRATEGIC GAP ANALYSIS REPORT
The FAEA shall coordinate a Document Review and Strategic Gap Analysis Report as required by the Program. The Document Review and Strategic Gap Analysis Report shall include analysis and recommendations to support the integration, implementation, and periodic refresh of clients’s enterprise strategic plans., consistent with the goals and objectives set in the Client Strategic Plan. The Document Review and Strategic Gap Analysis Report shall include recommendations to the Government for increasing effectiveness, efficiency, data quality, and mission impact for OSC and client’s strategic planning processes, and initiatives aligned to the CLIENT Strategic Plan.
STRATEGIC PLANNING PROCESS DOCUMENTATION
The program manager shall coordinate and support the analysis, planning, and activities necessary to ensure consistent enterprise IT strategic planning processes and products. The Contractor shall develop Strategic Planning Process Documentation to include inputs to briefings, presentations, and whitepapers for the Enterprise IT Strategic Plan, IT Strategic Policy, Performance Reviews, directives, handbooks, Concept of Operations (CONOPs), Standard Operating Procedures (SOPs), frameworks, and guidelines, and submit for approval and dissemination. The Strategic Planning Process Documentation shall clearly detail the linkages across CLIENT to achieve strategic goals, mission needs, capabilities, and requirements of CLIENT. Strategic Planning Process Documentation shall be maintained and updated as required by the Program.
STRATEGIC PLANNING FRAMEWORK
The FAEA shall coordinate support for developing and maintaining an Enterprise IT Strategic Planning Framework. The framework shall include the client Strategy Planning Calendar, the full scope of all strategic planning activities. The Enterprise IT Strategic Planning Framework shall also take into account the President’s Management agenda cycle of requirements, including alignment with CLIENT’s IT Budget & Finance’s multiyear planning and budgeting processes. The Enterprise IT Strategic Planning Framework shall include business process integration points, highlighting requirements, coordination opportunities, and impacts between strategic planning process stakeholders. The Enterprise IT Strategic Planning Framework shall be maintained and updated quarterly.
STRATEGIC PLANNING COMMUNICATIONS PLAN SUPPORT
The FAEA shall support the coordination, development, and implementation of the IT Strategic Planning Communications Plan. The Contractor shall provide inputs for draft communications through coordination with the IT Strategic Communications function, the strategic planning calendar, and website plan and updates. The Contractor shall develop the Strategic Planning Communications Plan and provide related communications materials (e.g., draft articles, blog posts, and website content) as monthly input to the Strategic Planning Communications Plan required by the Program. The Strategic Planning Communications Plan shall be developed before each fiscal year.

Role 2 – Functional Area: Measures and Evaluation
CLIENT STRATEGIC METRICS DOCUMENTATION
The client Strategic planning process includes the identification of planned outcomes and measures consistent with the goals and objectives outlined in the client’s strategic plans. The Contractor shall provide functional support and recommendations to assist program and initiative owners in identifying metrics that may be used to evaluate program or initiative effectiveness, measure client being delivered, and show the alignment between client goals and initiatives and client strategies and priority goals. The program manager shall develop and maintain documentation outlining key performance indicators for key programs and initiatives outlined in the client Strategic Plan, planned key results and outcomes, and benefit and impact statements to meet business goals in coordination with client Service Lines and program owners. The Contractor shall develop and maintain Measurement and Eclientluation SOPs detailing the business processes and procedures necessary to implement and maintain the Measurement and Eclientluation Framework within the client.
QUARTERLY METRICS REPORTS
The FAEA shall develop services architecture for Quarterly Metrics Reports necessary to track and evaluate program effectiveness and program clients. The Contractor shall coordinate with CLIENT Service lines and program owners to collect performance measure data and planned outcomes support the development of graphical data to demonstrate trends, outcomes, forecasts, and other related data to senior executives.
CLIENT PERFORMANCE MEASUREMENT & MONITORING REQUIREMENTS DOCUMENT
The FAEA shall assist OSC with defining user requirements for CLIENT performance measurement and monitoring tools or technology. The FAEA shall develop the CLIENT Performance Measurement & Monitoring service architecture based on requirements Document during the base period, based on the measurement and evaluation framework, quarterly reporting requirements, and industry standards for performance measurement tools and dashboards.
Role 3 – Industry Trends Analysis
INFORMATION TECHNOLOGY TRENDS AND INSIGHTS MONITORING AND REPORTING
The FAEA shall coordinate expert analysis, monitoring, and reporting on relevant industry standards and best practices. The program manager shall review and coordinate actions on congressional guidance, executive orders, and federal mandates to ensure client has the knowledge and awareness required to guide the strategic coordination and alignment activities impacting Enterprise IT Strategic Planning. The Contractor shall use proven industry tools and methods to perform expert analysis summarized monthly and shall develop written Information Technology Trends and Insights Monitoring Reports. Report topics will be determined based on monthly analysis or emerging topics of interest to client leadership. The reports shall be in the form of whitepapers and briefings on information technology trends and capabilities highlighting the relevance or risk to client’s mission, capabilities, in-flight initiatives, and service offerings.
LESSONS LEARNED REVIEWS AND REPORTS
The FAEA shall facilitate quarterly lessons learned reviews with OSC with a focus on continuous improvement, documentation, communication, and application of lessons learned. The FAEA shall document recommendations to improve the overall effectiveness of OSC’s strategic planning processes and work products in the Lessons Learned Reports.
Required Skills/Experience:
- Possesses mature leadership and management skills
- Must have a strong understanding enterprise goal setting and / or strategic planning in large organizations.
- At least eight (8) years of specialized experience in the selected Functional Area
- A dynamic personality that highlights leadership and flexibility to adjust when faced with challenges or adversity
- Strong people skills and the ability to diplomatically resolve conflicts
- Able to lead and work collaboratively in a team environment
- Flexible, responsive, and able to work to specific deadlines
- Excellent written and oral communications skills are essential as well as strong customer focus and presence
- Knowledge of Agile practices and governance
- Strong Visio skills
Desired Skills/Experience:
- Past experience working with or in the United States Department of Veterans Affairs
- Strong skills in Excel, Word, and PowerPoint
- Healthcare experience a plus
- Existing US Government Public Trust moderate background investigation preferred
