The Mission of the Department of Public Instruction: The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state’s public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.The North Carolina Department of Public Instruction is seeking applicants for a IT Enterprise Architect (Working Title: Enterprise Architect Manager) for the Office of the CIO.The Division of Technology Services and Digital Learning provides leadership of IT and digital learning initiatives for the Agency and Public-School Units. The Division includes the following Offices: IT Services, Security and Development, Project Management, Digital Teaching and Learning, Enterprise Architecture, System Modernization, NC Textbook Commission and Virtual Instruction Support. The Office of Enterprise Architecture provides leadership of IT systems and design, aligns the complex business and IT structures within the agency and with external partners. The Office of Enterprise Architecture supports and leads business strategies to improve processes and optimize the IT landscape. The EA will have a comprehensive overview of the application landscape, business processes, and information flows between departments. The Office develops strategic and technical practical standards across departmental units with the ongoing goal in streamlining processes, analyzing current trends in technology architecture, and making sure that IT strategy is aligned with the organization’s mission.The Office of Enterprise Architecture within the Division of Technology Services and Digital Learning, plans and delivers long-term strategies to bolster technology support across the entire Department of Public Instruction (DPI). This ensures that business operations align with digital transformation strategies and address the ongoing expansion of technology with a focus on sustained growth. This office is responsible for enterprise system design overview, interoperability and efficacy of solutions.The Enterprise Data Architect (EDA) reports to the Chief Information Officer. The EDA performs highly advanced data systems design, technical direction and guidance in system design, database architecture, data integration, and overall data technology leadership. The role will require significant expertise in formulating large education related organizational data architecture, including standards of data quality, the flow of data, and the security of data.The Division of IT Services and Digital Learning Enterprise Data Architect will help transform and modernize the way the North Carolina Department of Public Instruction and Public-School Units use North Carolina education data to improve transparency and outcomes for public education stakeholders. This position will assist in developing strategy, be responsible for execution, orchestrate the Delivery of Business Outcomes, facilitate innovation and manage the application management portfolio.The Enterprise Architect (EA) serves as a technical resource to address problems of systems integration, compatibility and multiple platforms. The EA will design and manage the IT infrastructure to achieve the agency’s goals and solve issues. The EA will determine architectural approaches, conduct business reviews, document current systems, and provide recommendations on how to proceed with projects and applications. The EA will be involved in projects requiring architecture development and provide technical leadership within the project(s) lifecycle. The EA will be expected to translate business requirements into achievable plans that align with the Division’s goals.The ideal candidate will support the organization in enhancing data management processes, showcasing the skill to transform data into valuable insights that fuel improved business decisions. Qualified candidates must document on the application that they possess all of the following: Demonstrated mastery of all components of enterprise data architecture, business & IT principles and processes.Demonstrated knowledge of business ecosystems, SaaS, infrastructure as a service (IaaS), platform as a service (PaaS), SOA, APIs, open data, microservices, event-driven IT and predictive analytics.Demonstrated awareness of information management practices, system development life cycle management, IT services management, agile and lean methodologies, infrastructure and operations, and EA and ITIL frameworks.Demonstrated familiarity with Enterprise Architecture tools, related graphical models, and frameworks.Proven ability to architect and implement enterprise systems and data models while optimizing high volume data transmission.
