THE COLLEGE: NECC serves about 5,000 credit students each semester on two campuses located in the beautiful, historic Merrimack Valley region of northeast Massachusetts.  Our suburban Haverhill campus sits on 106 acres near Kenoza Lake, and features a Technology Center and an award-winning Student One-Stop Center.  Our urban campus in Lawrence occupies a number of buildings in the heart of downtown.  Most recently, we have constructed a new 44,000 square foot health technologies facility, the Dr. Ibrahim El-Hefni Allied Health & Technology Center.  Both campuses are a short drive to Boston and to the beaches and state parks along the coast.

POSITION:Full-TimeAssociate Director, Facilities Management:Associate Director; Facilities Department; Haverhill Campus, Non-Unit Professional Position; 37.5 hours per week

SUMMARY:The position reports to the college's CEO & CFO and Director of Facilities Management and serves as the leader for enterprise-wide Facilities Management, operations, and services for both campuses, managing facilities staff, and internal sourcing and external vendor partners. He/she is responsible for managing the department's facilities internal control structure; ensuring compliance to Massachusetts's State and NECC's procurement, finance, and vendor laws, policies and procedures.

 

The Associate Director manages a staff of thirteen that supports Facilities Management activities, providing daily management of their assigned accountabilities/weekly work plans, and performance evaluations.

 

The Associate Director of Facilities Management assists the CEO & CFO and Director of Facilities Management in all aspects of operations by providing leadership within the department and serves as an extension of the Director in terms of communication and coordination.  This includes coordinating the delivery of essential facility maintenance, grounds, in-house construction, and custodial services, ensuring compliance with health, life safety, and building codes, recommending priorities for needed repairs and renovations, assisting in the management and development of departmental budgets, guiding personnel related issues and staff development in conjunction with appropriate supervisors and Human Resources, and directing the development of contingency plans for exceptional grounds, custodial, and maintenance efforts under emergency conditions.  The Associate Director together with the Director directs the day-to-day programming, scheduling/facilities calendars, and accounting of the Facilities maintenance associates and Campus Construction.

 

As the first responder in all emergencies and incidents, the Facilities Associate Director possesses a broad knowledge base of facilities operations and building procedures. He/she develops and maintains positive and collaborative relationships with staff, faculty, vendors, IT and stakeholders.

 

The incumbent must demonstrate excellent verbal and written communication skills, be highly organized and detail oriented, and have the ability to handle multiple competing priorities. Independent interpretation and decision making are required.

 

SALARY: Anticipated starting salary range is $75,000 - $85,000 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.  Actual salary will commensurate with education and experience.

RESPONSIBILITES:                     

The Associate Director is responsible for the following processes:

 

         Manage a variety of college internal space and maintenance requests including, but not limited to, space planning designs and reconfigurations, re-arranging the maintenance/repair of equipment and facilities schedules.

         Manage the workspace moves processes, by managing the facilities campus requests/needs.

         Collaborate timely assigned staff, IT, Auxiliary Services and other internal and external customers to discuss vital issues along with any upcoming projects/planning.

         Develop and maintain a weekly/monthly planning and work schedule and status for both facilities' maintenance staff and construction projects/outside vendors.

         Collaborate with college comptroller and fiscal services RE budget (Operating & Capital) development/projections and all managed procurement and vendor activities adhering to both State and colleges policies and procedures.

         Manage college's conference rooms and other common spaces.

         Address all on-site concerns and provide solutions with tact and efficiency.

         Monitor facilities for renovations and upgrades. Survey and make recommendations regarding building maintenance annual plans and calendars/statuses.

         Conduct scheduled inspections, purchase furniture, manage facilities concerns, and liaise with project managers, internal maintenance, IT and internal customers during construction. Enforce and maintain proper safety measures for managed staff, employees and outside vendors/contractors.

         Coordinate delivery and service calls with all outside vendors; and manage contracted facilities service vendors and construction contractors.

         Manage college-wide departmental key inventory and building access processes, as new staff are hired and leave positions while collaborating with HR, IT, Campus Police and management.

         Clarify and resolve internal & external complaints with departmental policies, procedures, and directives.

         Balance job demands with the need to collaborate with college and community colleagues to enhance the department and one's own professional development.

         Other tasks and responsibilities as assigned.

         Capital Construction & In-house Maintenance and Repairs project management: manages the construction projects and related contract mechanisms with college leaders; develops contract strategies that ensures all appropriated funds are spent wisely and timely ensuring maximum funding.

         Communicates consistently with external architects, construction managers, and engineers.

         Provides regular status updates for all managed activities to the Director and the CEO & CFO.

MINIMUM QUALIFICATIONS: 

  • Bachelor's Degree in Facilities Management, Engineering, or Architectural & Design or a related field
  • Seven (7) to ten (10) years of successful Facilities Management experience required in physical plant operations, administration and staff and vendors supervision
  • A strong project management background is required. Ability to respond effectively to questions and prepare material in response to inquiries; exercise judgment and professional discretion as well as handle confidential information.
  • Demonstrated ability to work independently with minimal supervision, prioritize work and meet reporting deadlines; exceptional customer service skills, and strong communication and analysis skills.
  • Must be well-organized, flexible and able to manage multiple projects simultaneously
  • Proficient in facilities related software: Viso Floor Planner, CAD, Project Management, other pertinent software and related reporting mechanisms is required

 

PREFERRED QUALIFICATIONS:

 

  • Master's Degree in Facilities Management, Engineering, or Architectural & Design or a related field
  • Facilities Management Professional (FMP) designation preferred.
  • Bilingual (Spanish/English)
  • Experience working with and supporting a culturally diverse population
