Job description

As a Full Stack Web Developer, you will be part of a team that will build a modern, cloud native web application utilizing open-source technologies on the AWS platform. You will work and collaborate within a high performing team utilizing the Agile Scrum methodology. As part of the team, you'll implement software utilizing a DevOps CI/CD pipeline and a GitOps approach. The incumbent works independently with complex business, technology, software and system requirements of the department and manages complex projects to acquire, implement, secure, and maintain enterprise client services to support the mission and strategic goals of DHCS.

Working Conditions
Telework is based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per DHCS' Telework Policy and in accordance with Government Code Sections 14200 - 14203 for employees residing in California.

The Enterprise Technology Services Program (ETS) is responsible for designing architecting, building and delivering secure innovative solutions and services that drive health care quality and for information technology (IT) strategy formulation, enterprise architecture, enterprise portfolio management, and enterprise governance. ETS delivers customer service by providing a secure, reliable IT environment to support the program and administrative objectives of the Department of Health Care Services (DHCS), the Health and Human Services Agency, Office of Health Information Integrity, and Office of the Patient Advocate. ETS establishes IT policy and standards and ensures compliance with state and federal laws and regulations regarding the use of IT and the safeguarding of electronic information; supports a complex portfolio of program systems.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Understanding the business process and requirements of DHCS program areas.
  • Developing, promoting, and deploying front-end and back-end applications.
  • Monitoring the health of the underlying DHCS Information Technology (IT) infrastructure that support SaaS and CI/CD solutions.
  • Onboarding and administering users for solutions including securing systems using enterprise identity providers and native system roles.
  • Working independently as well as closely with vendors to plan, develop and implement changes and upgrades to applications and resolve bugs and issues.
  • Attending meetings and coordinating efforts with internal and external stakeholders.
  • Creating and maintaining technical and standards documents.
  • Providing day-to-day operational activities related to software solutions.
  • Must have a bachelor's degree in an IT-related Engineering field.
  • Must have a minimum 3+ years of experience using modern, frontend web development tools, techniques, and methods for the creation and deployment of user-facing interfaces.
  • Must have a minimum 1+ years of experience with React.js.
  • Must have a minimum 3+ years of experience using modern, open-source software to prototype and deploy backend web applications, including all aspects of server-side processing, data storage, and integration with frontend development.
  • Must have a minimum 2+ years of experience delivering software in an agile environment.
  • Must have a minimum 1+ years of experience working with a cloud platform (e.g., AWS)
  • Must have a minimum 1+ years of experience working with frontend testing frameworks (e.g., Mocha, Jasmine)
  • Must have a minimum 1+ years of experience working with unit testing frameworks (e.g., Jest, Mocha, Jasmine, Pytest)
  • Must have a minimum 1+ years of experience developing and consuming web-based RESTful APIs
  • Must have a minimum 1+ years of experience working with open-source technologies (e.g., PostgreSQL, MySQL)
  • Must have a minimum 1+ years of experience working with git repositories.
  • Must have an experience with Agile tools as JIRA, confluence.

Preferred Skills:
  • Excellent communication skills, with the ability to convey technical information to both technical and non-technical stakeholders.
  • Experience with Continuous Integration and Continuous Deployment (CI/CD) pipelines, such as Jenkins or CircleCI.
