GENERAL PURPOSE
Performs a variety of project management and field supervisory duties related to planning, organizing and coordinating the
construction and maintenance of the city's water distribution infrastructure and equipment. Performs various unrestricted
technical tasks related to assigned projects and areas of responsibility.
SUPERVISION RECEIVED
Works under the general supervision of the Public Works Director.
SUPERVISION EXERCISED
Provides general guidance and direction to Water Systems Lead and Water System Operator(s) I, II, and III or Trainee(s).
Development of budgets: reviews previous expenditures; analyzes equipment and personnel needs; and makes
recommendations.
Participates in the interviewing, hiring and the promotion of staff. Conducts crew evaluations; provides feedback and
recommendations; maintains records throughout the year noting positive and negative crew attributes and accomplishments.
ESSENTIAL FUNCTIONS
Supervision & Administration: Performs as project foreman; acts as a Direct Responsible Charge Operator; acts as
Competent Person during excavations; receives daily work assignments from the Director; delegates work assignments;
oversees work quality and assures timely completion of assigned projects; determines needed materials and equipment; calls in
needs and coordinates efforts with other departments; makes field decisions as needed to remedy problems and emergencies;
manages interactions with public; conducts field training as needed to enhance crew efficiency and effectiveness.
Monitors project materials, determines material and equipment needs; coordinates material orders with Public Works Director;
maintains project records, prepares various reports showing progress and completion, updates records and system maps to
reflect upgrades, changes, enhancements, installations, etc.
Conducts routine to complex inspections of Public Works projects; discusses problems with contractors and recommends
solutions according to established procedures.
Assists in the development of operational policies and procedures as needed to implement EPA and OSHA regulations;
conducts safety training.
Water: Directs the implementation of valve program efforts and inspection of hydrants; develops maintenance programs for
service and repair of fire hydrants and valves; maintains work histories; directs the necessary improvements; records work
orders completed and type of work completed by assigned personnel.
Operates various types of heavy equipment such as six or ten-wheel transport trucks, patrol, backhoe, rollers, and trenching
equipment; performs installation or repair of water service connections, water lines, and meters; repairs or replaces fire hydrants
and plugged water meters; repairs water mains; thaws frozen lines; connects and disconnects service; searches out shut off
valves; water line leaks; assists in the placement of pipe and water regulators; removes, disassembles, cleans, or replaces defective
parts of regulators, and adjusts pilot valves as needed to ensure efficient water line service.
Understanding of the safe operation of the water pump house, proper levels of chlorine is administered into the city water system;
knowledge of safe operation and maintenance of chlorine tanks and the adequate and timely replacement of the same.
Operates a variety of hand tools and small power equipment such as jackhammers, roller, compressors, packing machines,
gopher, tamper, and tapping machine; cleans tools and equipment to ensure proper working order.

Flood & Irrigation: Monitors pressurized irrigation system water flow; performs general repair and cleaning of ditches and ditch banks;
removes obstructions from water grates; replaces broken or damaged pipes and catch basins; maintains head gates; ensures timely
delivery of irrigation water; performs general pipeline and irrigation canal maintenance and installation; participates in flood control
projects for management and prevention; control flows in ditches and canals, minimize flooding during flood season and peak flows
throughout the city.
Performs maintenance on flood channels, stormwater systems, and pressurized irrigation systems; drains and pressurizes
irrigation system; repair and replace lines and connections; inspect new irrigation services for proper installation by the home
owner; check for disconnection from the culinary system; turn on ditches as needed for flood irrigation for ditch users; maintain and
replace ditch lines.
Monitors system user practices; determines water user requirements; prepares water release and delivery schedules; records
and reports data relating to the operation and maintenance of irrigation systems; controls flow and releases water at delivery
points using various regulating features in the irrigation systems; measures and records quantities of water delivered; enforcing
terms of agreements, contracts, or conditions in contracts related to the delivery of water.
Performs limited operational and emergency maintenance and repairs while engaged in irrigation operation functions; performs
off-irrigation season system maintenance; performs a variety of maintenance and repair duties on the system, including gates,
valves and piping; attends to various security aspects of irrigation operations; safeguards adjacent lands, properties, and
persons against damage or danger from overflow, seepage, or canal breaching.
Roads: Responds to emergency calls twenty-four hours a day; assists to determine necessary personnel and materials needed to
resolve problems; assist in maintaining daily records of all work performed.
Operates specialized heavy equipment such as single & tandem axle dump trucks, road graders, front-end loaders, backhoes, bucket
trucks, snow plows, and other similar equipment in the construction, maintenance, and repair of various street department projects and
sites; operates light equipment such as sweepers, mowers, street vacuum, rollers, cement mixers, pick-ups, tractors, spreaders, and
various hand and power tools as needed.
Transports and deposits various construction materials such as sand, salt, gravel, dirt, etc.; performs hot mix patching, storm drain
cleaning, repair and construction, snow and ice control, gravel street maintenance, street sweeping, cold mix patching, debris
collection, etc.; participates in installing and maintaining street and road signs according to established federal guidelines.
Sewer: Basic knowledge of the sewer system and the associated operations.
Performs related duties as required.
MINIMUM QUALIFICATIONS
1. Education and Experience:
A. Graduation from high school or equivalent;
AND
B. Eight (8) years of experience performing the above or closely related duties, two (2) years of which must
have included daily on-site charges;
OR
C. An equivalent combination of education and experience.
2. Knowledge, Skills, and Abilities:
Considerable knowledge of operating basic manual and power tools; the standard practices, methods, materials, and
tools necessary for pipeline construction and repair activities; pipe fitting procedures, pipe classifications, and type; the
occupational hazards and safety precautions of trench work construction and pipeline maintenance work; hazards
common to heavy equipment operation; drain system construction methods etc.; water supply and distribution systems;
construction requirements for water distribution and pumping systems; hazards associated with water treatment
chemicals; state or federal regulations governing installation and maintenance of water systems; water quality laws;
interpersonal communication skills. Working knowledge of confined space and entry regulations, principles of
supervision and worker motivation.
Skill in the operation of heavy mechanized equipment as required by the position, i.e., computer, GIS tools, backhoe,
skid steer, air compressor, tap machine, grinders, welders, saws, jackhammer, chipping hammer, valve machine,
jumping jack, vibra plate, paint sprayer, crane, vactor, dump truck, pumps, chain saw, plasma cutter, torches, etc.
Ability to operate heavy equipment of various kinds under varying conditions; make minor repairs on assigned
vehicles, perform heavy physical labor, develop and maintain effective working relationships with co-workers, elected
officials, local agencies, and the general public; communicate effectively, both verbally and in writing; work from
blueprints; tolerate weather extremes in the work environment; ability to perform basic mathematical computations in
reading and using various meters, gauges, and related devices. Must be able to lift 50-75 pounds.
3. Special Qualifications:
Must possess a Water Distribution Certification Grade IV.
Must possess a Wastewater Collection Certification Grade III
Must possess a valid Utah State Class A CDL.
Must be willing to work shift schedules, be on-call, and be on 24-hour standby.
Must possess Flagger Traffic Control Certification.
4. Work Environment:
Employees in this position normally work in an outdoor environment, subject to changing and seasonal weather
extremes. Frequently, tasks require a variety of physical activities, generally involving muscular strain, related to
walking, standing, stooping, sitting, reaching, and lifting; daily potential for hazardous exposure to electrical shock,
industrial wastes and raw sewage (containing pathogens such as typhoid, paratyphoid, dysentery, polio, tetanus, etc.);
daily exposure to moving parts and equipment such as pumps, motors, heavy equipment, etc.; daily or regular
exposure to traffic hazards working in the public right-of-way; daily or regular exposure to hazards associated with
trench work and confined space operations; daily or regular exposure to various chemicals, i.e., chlorine. Talking,
hearing and seeing essential to performing required job functions. Common eye, hand, finger dexterity exist. Mental
the application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking, and creative
problem-solving.
