Job description

Under the administrative direction of the Director of Finance, this position is responsible for assisting the director in administering, directing and coordinating all accounting, budget, debt management, payroll, purchasing, collection of revenue and fiscal activities for the City of Kenosha. Work may extend to providing executive level, technical supervision to accounting, payroll, purchasing and clerical employees as well as participating in the formulation of and execution of broad City financial policies. Subject to policy and legal requirements, the incumbent participates in the planning and developing of all financial operations establishing a system of internal controls to protect the assets of the City. Work is self directed with periodic evaluation by the Director. Performs other work as requested or assigned.


  • Participates in the design, implementation, maintenance and administration of accounting and payroll procedures for the City of Kenosha.
  • Assists with the maintenance of the City's classification of accounts.
  • Provides advice and counsel to all department directors regarding accounting policies and procedures.
  • Performs or directs the recording of all receipts and disbursements, and the processing of all checks issued by the City.
  • Supervises the posting of invoices, vouchers and receipts and records all journal, adjusting and closing entries.
  • Examines accounts, claims and demands for and against the City and takes or recommends appropriate action.
  • Oversees the reconciliation of subsidiary records of City Treasurer with those of the Finance Department.
  • Assists in the determination of the amount of money the City should retain in demand accounts and available for investments.
  • Assists in the preparation and compilation of the annual budget; prepares budget estimates as requested by the Mayor or City Administrator and makes effective recommendations and suggests alternatives as the City's proper course of action.
  • Maintains control and subsidiary records; prepares formal financial statements, financial statistical reports and other periodic or special reports; verifies and analyzes financial records, reports and statements.
  • Analyzes significant budget variations as they occur and explains the reason for them.
  • Conducts or directs research on improvements in budgeting and reporting techniques including the use of data processing services.
  • Assists City departments in defining and achieving their program goals and objectives.
  • Works with external auditors during examinations.
  • Responds to points raised by the external auditor during examination and in detailed report.
  • Reviews the fiscal impact of new legislation on the City of Kenosha.
  • Coordinates the fiscal aspects of all grant requests and projects with federal, state and local funding authorities.
  • Provides the Common Council with a fiscal impact report on resolutions and ordinances that have a monetary result.

Minimum Qualifications:
  • Bachelor's degree from an accredited college or university in accounting, business administration or finance; supplemented by five (5) years of supervisory experience in municipal accounting/finance; or an equivalent combination of training and experience.
Preferred Qualifications:
  • Designation as a Certified Public Accountant and/or a master's degree in public or business administration preferred.
Knowledge, Skill and Ability Requirements:
  • Knowledge and understanding of the principles and practices of governmental accounting and financial reporting.
  • Knowledge and understanding of budgeting and municipal fiscal management.
  • Knowledge and understanding of modern office practices and procedures and automated accounting and control systems.
  • Knowledge and understanding of the organization, functions and financial challenges of City government.
  • Knowledge and understanding of cash management, investment, and modern banking relationships.
  • Ability to assess municipal programs and proposed policies in terms of their financial and administrative implications.
  • Ability to plan, organize and supervise the work of others.
  • Ability to appraise market trends and terms in relation to municipal debt.
  • Ability to effectively prepare, analyze and present findings in complex, oral or written reports or financial statements.
  • Ability to establish and maintain effective relationships with the public and other City personnel.
  • Ability to handle reasonably necessary stress.
Physical Requirements:
  • Task involves some physical effort, i.e. some standing and walking, or frequent light lifting (5-10 pounds); or minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment.
  • Tasks may involve extended periods of time at a keyboard.
  • Tasks are regularly performed without exposure to adverse environmental conditions.
Sensory Requirements:
  • Task requires visual perception and discrimination.
  • Task requires oral communications ability.
  • Other Requirements:
  • Possession of a valid commercial driver's license and a good driving record.
  • May be required to provide a personal vehicle for use on the job.
