JOB OPPORTUNITY
The City of Berkeley invites you to apply for the position of Fire Marshal in the Fire Department! In this role, you will have the opportunity to plan, organize, develop, and provide oversight of programs in the Fire Prevention Division of the Berkeley Fire Department, including fire prevention and education, plan reviews, fire investigation, and code enforcement inspections. The Fire Marshal performs a variety of administrative, technical, and managerial tasks related to vegetation management, environmental hazards, fire code inspection, fire investigation, fire protection engineering, and public education (community outreach) throughout the City.

MINIMUM QUALIFICATIONS
AT TIME OF APPLICATION:
  1. B.A or B.S degree from an accredited college or university; AND

  1. Five (5) years of professional experience in fire prevention and inspection program administration, including plan check review, fire code adoption, fire code interpretation, hazardous material storage, and vegetation management practices, with at least two (2) years of progressively responsible management or supervisory experience; OR Five (5) years of professional experience as a Fire Captain or higher rank in the Berkeley Fire Department including at least three (3) years as the assigned Berkeley Fire Department Shift Inspector.

Other requirements include being able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California Class C or higher driver's license as well as a satisfactory driving record. Candidates must be willing to work off shift hours on a call out basis and must possess physical mobility and strength to investigate fire scenes, including moving debris and objects, and participate in emergency response if needed.
BY DATE OF APPOINTMENT:
  1. Fire Investigation (must have one of the following):

  1. California Fire Services Training and Education System (CFSTES) Fire Investigation 1A, 1B, and 1C, OR

  1. CFSTES Fire Investigator (2017) Certification

  1. Fire Inspection and Plan Review (must have one of the following):

  1. CFSTES courses required to obtain Fire Marshal Certification, OR

  1. CFSTES courses required to obtain Fire Inspector II Certification, OR

  1. International Code Council Fire Inspector II Certification, OR

  1. National Fire Protection Association Fire Inspector Certification, OR

  1. CFSTES courses required to obtain Plan Examiner (2014) Certification, OR

  1. International Code Council Plans Examiner Certification, OR

  1. A minimum of three (3) years of experience in a supervisory position within a fire prevention division of a fire department with experience conducting fire and life safety provisions, and plan review for fire suppression and fire alarm systems.

EXAM PROCESS
The exam process will include, but may not be limited to:
  • Application review for minimum qualifications and required documents

  • Assessment Center (Slated for the week of February 26, 2024)
    • Oral Board (35%)
    • Writing Exercise (35%)
    • Scenario (30%)

Please note that candidates must receive a passing score for each component of the exam in order to be placed on the eligible list.
Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

PRE-EMPLOYMENT PROCESS

DISASTER SERVICE WORKER
All City employees are required to provide services as Disaster Service Workers in the event of an emergency/disaster.
ELIGIBILITY
Employees must have a regular work schedule of at least 20 hours per week to be eligible for benefits. Less than full-time employees receive pro-rated benefits.
RETIREMENT
CalPERS
City employees are included in the California Public Employees Retirement System (CalPERS). Retirement formula is either 2.7% at age 57, or 3% at age 50 depending on the individual's eligibility. The 10% employee contribution is reported to CalPERS as Employer Pickup as defined under Section 414(h)(2) of the Internal Revenue Code. The City is not a member of Social Security, therefore only the Medicare portion is deducted from employees' salaries.
DEFERRED COMPENSATION
Three voluntary deferred compensation 457 plans are offered. Employees may contribute up to $19,000 per year on a pre-tax basis.
MEDICAL PLANS
The City offers a choice of a Kaiser HMO Plan, or Sutter Health Plus HMO plan. The City contributes up to the full family premium for the Kaiser HMO Plan. Employees pay additional premium costs if they choose the Sutter Health Plus Plan. Employees who have medical coverage under another plan may choose to waive City-provided medical coverage and receive a monthly stipend.
DENTAL PLAN
The City provides group dental benefits through Delta Dental Plan of California. The City contributes up to the family coverage for the plan, which covers 90% of the dental charges up to $3,000 annually per person. Orthodontic benefits are offered at a $3,000 lifetime maximum per person. Employees who have dental coverage under another plan may choose to waive City-provided dental coverage and receive a monthly stipend.
LIFE INSURANCE
The City provides employees with a $100,000 Life Insurance and Accidental Death & Dismemberment policy. Employees have the option to purchase additional term life insurance up to a maximum of $300,000.
SICK LEAVE
One day of paid sick leave per month earned annually. Two days per month after 16 years of service.
VACATION
Vacation is accrued at the following annual rate:
For 56-hour week: 144 hours per year for the first five years; 216 hours in years 6 - 11; 288 hours in years 12 - 18; 360 hours in years 19 - 24; 432 hours in 25 years and after.
For 40-hour week: 80 hours per year for the first five years; 120 hours in years 6 - 11; 160 hours in years 12 - 18; 200 hours in years 19 - 24; 240 hours in 25 years and after.
HOLIDAYS
Fifteen paid holidays at 8 hours per day for 40-hour work week, and at 12 hours per day for 56-hour work week.
UNIFORM ALLOWANCE
$1,100 annually.
PREMIUM PAY
6.25% Paramedic Differential; 12.5% for Ambulance Transport Differential; 4% EMT; 5% Hazardous Materials Response Team; 2.5% Water Rescue Swimmer; 5% Shift Fire Prevention Inspector; 10% Captain assigned to EMS, OES, or Training Division; 5% Fire Staff for special assignment to 40 hour week; if over 120 days, then differential is 10% retroactive.
RETIREE MEDICAL COVERAGE
The City pays a portion of the medical premiums of the retiree and eligible spouse or domestic partner based upon years of service. Requires at least 10 years of CalPERS service with the City Fire Department.
YMCA MEMBERSHIP
The City subsidizes the services for most employees by paying for 75% of the membership fee. Employees who choose to join, pay for the remainder of the fee. The Berkeley Downtown YMCA is across the street from the Civic Center Building.
