Job description

The Senior Deputy Fire Marshal is responsible for serving as a lead, training and coordinating the activities of the Bureau and engine crews, and serving as a technical expert responsible for performing entry level through journey level specialized life safety and fire prevention plan reviews and inspections for fire protection systems, new construction sites, industrial, commercial, institutional, and assembly occupancies to ensure compliance with Local, State, and Federal building and fire code regulations. Incumbents perform tests and certification of fire protection systems. Incumbents also conduct public fire safety education programs, presentations, demonstrations, and instruction.
Essential Duties: (These duties are a representative sample; position assignments may vary.)
  • Serves as a lead, including training lower level employees and engine company personnel on work methods, assigning and monitoring work, and coordinating activities.
  • Conducts specialized and complex building and site inspections, including places of assembly, educational facilities, health care institutions, and hazardous occupancies for the enforcement of fire and life safety regulations; approves commercial, residential, institutional, and other related occupancies.
  • Performs specialized and complex plan checks for new construction, tenant improvements, fire protection systems and alarm systems; approves for installation, site plans, access requirements, and hydrant locations; provides code interpretation and direction to designers, developers, builders, and architects.
  • Meets with citizens, contractors, developers, architects, engineers, managers, City personnel, and staff to discuss requirements and the basic application of fire codes and other regulations in the field of fire prevention, which includes: approach, accessibility to fire protection devices, set up for fireground operations, evacuation, and other system and extinguishment strategies; regulates blasting companies for adherence to safe practices and compliance with applicable rules.
  • Functions as a peace officer to enforce Local, State, and Federal laws; issues written warnings, notices of violations, letters of intent to cite, and citations; exercises the power of arrest when conditions are warranted; works with police agencies and other code enforcement personnel in enforcing laws, codes, and regulations.
  • Performs acceptance tests for built-in fire protection and notification systems and fixed equipment; issues acceptance letters, permits, certifications, and other approvals for the design, installation, and maintenance of systems; conducts fire flow tests of municipal water systems.
  • Serves as the primary investigator in attempts to identify origin and causes of fires; collects, preserves, photographs, prepares, and evaluates forms of evidence; directs engine company personnel on fire scene investigations; coordinates activities with applicable Federal, State, and Local arson/bomb agencies in the investigation of suspicious fires or identification of potential explosives. Perform as an expert witness testifying in court cases involving fire regulations and the prosecution of arson suspects.
  • Participates in public education instruction and demonstrations for professional, business, and community groups; designs, produces and presents workshops and other programmed contacts; acts as a spokesperson for the fire service in relations with the media on emergency scenes or disasters.
  • Prepares reports that involve research, analysis, and evaluation; drafts policies and procedures; prepares recommendations for Council consideration.
  • Develops curriculum for fire training for engine companies; facilitates training sessions; monitors, tracks, and directs the enforcement process for the engine company inspection program; trains fire engine companies in modern evidence preservation techniques.
  • Performs other duties of a similar nature or level.
Training and Experience(position requirements at entry):
High School Diploma, or General Equivalency Diploma (G.E.D.), and two years experience at the Deputy Fire Marshal level. An associate degree of Fire Science or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements(position requirements at entry):
  • Penal Code 832 Certification
  • California State Fire Inspector II Certification
  • California State Plans Examiner Certification or equivalent
  • California State Fire Investigator or equivalent
