Job description

Job Summary Under the general direction of the Director of Environmental Health & Safety, the Fire Marshal (FM) is responsible for developing and implementing integrated fire and life safety programs to protect faculty, staff, students, and the public at UC Davis Health (UCDH). The FM is responsible for managing the daily operations of the Fire Marshal's Office. General management duties include team building, professional development planning, management of cross-training, benchmarking performance indicators with other large health care systems, integrating programs to improve efficiency, and developing and maintaining fire and life safety-specific guidelines and policies. The FM coordinates strategic planning for the office and closely collaborates with the EH&S Director and divisional leaders to establish goals and measure progress.

Minimum Qualifications

  • Valid Driver's License
  • Five (5) years of experience in any one or a combination of the following: fire prevention work in a public fire prevention bureau, unit, or agency; fire prevention or industrial safety engineering in private industry; or building inspection work in a public bureau, unit, or agency.
  • Five (5) years of experience performing plan review and/or technical inspection or supervision of general construction projects for fire and life safety compliance.
  • Demonstrated success in leading a diverse team using collaborative management approaches.
  • Technical certification and education to achieve DCFM status or demonstrated ability to complete these requirements within the time set by the supervisor.
  • Technical certification and education include OSFM education series, International Code Council Fire Inspector I, II, Fire Plans Examiner, Certified Fire Marshal, or NFPA CFPS certification.
  • Degree in fire service, civil, electrical, or mechanical engineering, public administration, or closely related field, and progressive professional years' experience, including two (2) years of supervisory and program development experience or an equivalent combination of education and experience.
  • Fire service experience sufficient to possess necessary skills, knowledge, and abilities; sufficient supervisory and administrative, high-level emergency response and/or fire service training experience to demonstrate possession of skills, knowledge, and abilities for this position.
  • Demonstrate experience in budgeting, supervision, emergency planning, code enforcement, plans review, fire protection systems maintenance, and training.
  • Ability to perform in the capacity of DCFM for HCAi and OSFM.
  • Knowledge, skills, and ability to develop and administer a comprehensive life safety program for a large health care organization.
  • Knowledge of fire and life safety codes, regulations, and standards applicable to UC Davis Health, including Joint Commission accreditation standards, CCR Titles 19, 24, CA Building Code, CA Fire Code, and NFPA standards.
  • Familiarity and knowledge of The Joint Commission and Environment of Care and Life Safety Standards.
  • Skills to read, interpret, and apply fire and life safety codes, regulations, standards, and UC Davis/UC Davis Health policies, procedures, and requirements.
  • Knowledge of fire protection systems, including vocabulary, operating principles, and testing and maintenance procedures.
  • Knowledge of hazards associated with hospital, clinic, and laboratory environments.
  • Knowledge of building construction principles, building materials, and the effect of fire protection systems and features on building safety.
  • Skills to review construction plans and specifications, accurately determine deficiencies, and generate cost-effective, alternative fire protection measures.
  • Demonstrate skills to function as a Team Leader and ensure a partnership approach in all interactions.
  • Knowledge of basic technical writing principles and the ability to properly construct sentences and paragraphs to express ideas clearly and effectively with all levels of faculty and staff.
  • Demonstrated ability to communicate effectively, written and verbal, with senior management, administrative staff, executive officers of external agencies, architects, engineers, project managers, building inspectors and contractors.
  • Demonstrated political acumen to convince others of the need for required fire and life safety measures. Experience in active consensus-building and principle-based negotiation.
  • Knowledge of basic budgeting principles and the ability to develop and manage a program-based budget.
  • Demonstrated abilities related to employee supervision, including time recording, performance evaluation, professional development, and discipline.
  • Skills to compare work performance to job standards, provide constructive feedback, and prepare accurate employee performance appraisals that advance university and department goals.

Preferred Qualifications
  • Experience serving in a leadership position within a college or university system, health care, municipality, or other complex mission-driven organization.
  • Experience with HCAi regulations, including construction projects.
Department Description
The mission of the Fire Marshal is to protect life and property through fire prevention engineering, education, and enforcement. This mission is addressed through a comprehensive effort of fire safety education, fire and life safety inspections, and oversight of all maintenance performed on fire and life safety systems installed in all UC Davis Health campus facilities and off-site clinics and office buildings associated with the health system. The Fire Marshal's Office is responsible for managing compliance with the State Fire Prevention Code and other applicable fire safety laws, regulations, and standards, providing fire safety education and training, responding to fires that occur on UC Davis Health properties, and performing plan reviews and construction inspections.

  • Salary Range: $103,500-$216,500 annually
    (Budgeted salary $175,000-$185,000, commensurate with experience) + target bonus of 10% annually

Physical Demands and Work Environment
  • Participate in the DMV "Pull Notice System".
  • This position may require the incumbent to work in areas with hazardous materials or infectious diseases. Specific hazards of the job are primarily associated with entering hazardous areas during building and construction inspections and fire protection systems testing. Other hazards encountered on a less frequent basis are those related to normal fire investigation duties and incident command assignments, where the incumbent may be exposed to by-products of combustion: heat, smoke, and toxic airborne particles, as well as the potential hazard of building collapse from fire-weakened structural components.
  • Although the individual assigned to this position will be assigned to a 40-hour work week, the individual must be able to work flexible hours that include days, nights, weekends, and holidays; must be able to work under the pressures created by the need for quality, accuracy, and completeness, as well as pressures and stress created by time constraints and emergency conditions.
  • The incumbent must have the stamina, strength, agility, power, flexibility, coordination, and balance to perform incident command duties.
  • The incumbent must also be able to remain on duty and alert for extended periods; be comfortable working from heights, in confined spaces and with situations involving traumatic medical injuries. Administrative deadlines or emergency incidents will require the incumbent to perform a certain amount of unscheduled overtime.
