Job description

Performs responsible technical work in the enforcement of the North Carolina State Building/Fire Codes.
Performs arduous methodical service work in fire prevention and fire investigations. Performs plan reviews, field inspections and does related work as required. Work is performed under the general supervision of the Assistant Fire Marshal/Fire Marshal.
  • Performs inspections of various buildings including Level I, and II occupancies, large assembly, educational, industrial, hazardous, institutional, and high-rise for fire hazards and general compliance with fire prevention code and state law and plans review.
  • Investigates fires, false alarms, explosions, hazardous material spills, etc., to determine cause and origin, collects evidence, and interviews witnesses.
  • Responds to and investigates complaints of fire code violations.
  • Prepares reports of inspections and investigations as needed.
  • Conducts fire safety and extinguisher classes for business and industry.
  • Conducts public education classes on fire safety and evacuation drills.
  • Conducts presentations on fire dangers, safety tips and target hazards to the media, as public safety announcements or specific related incidents.
  • Attends technical training for updates on investigations, inspection certifications and general firefighting techniques, implements the incident command system when required.
  • Maintains assigned equipment in a clean and operable condition.
  • Rotates after hour "on-call duties" with other personnel to perform investigations and provide 24-hour coverage for the Inspection and Investigations Division.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.
  • Formal Education
    • Graduation with High School Diploma or GED equivalent.
    • Associate Degree in Fire Science/Protection preferred.
    • Certification as NC Code Enforcement Official Fire Standard Level II with a probationary III or the ability to obtain probationary III.
    • Certification as NC Code Enforcement Official Fire Standard Level III preferred.
    • Must have 3 years' experience as a NC Code Enforcement Official Fire Standard Level I.
    • Must have the ability to conduct plan reviews and associated inspections for all occupancies.
  • Ability to establish and maintain effective working relationships through written or oral communications.
  • Ability to be on incident scene within one hour after notification while serving as on-call investigator /inspector.
  • Understanding of local, state, and federal regulations and OSHA requirements.
  • Certifications
    • IAAI certification or the ability to obtain.
  • Valid North Carolina Driver's License

Physical Requirements
Hearing/Speaking - Expressing and/or receiving information by means of spoken word are both necessary in a non-emergency or emergency situation when employee must talk with personnel, citizens or a victim and establish a calm environment. Important when instructing or conveying compliance information.
Visual Abilities - the ability to perceive via eyesight is required for this position:
  • Acuity, far - clarity of vision at 20 feet or more. Both eyes 20/25 - R 20/30 - L 20/30 corrected.
  • Acuity, near - clarity of vision at 20 inches or less. Both eyes 20/25 corrected. Must be able to see work-related business documents close at hand.
  • Depth perception - Three-dimensional vision and the ability to judge distance and space relationships. Depth perception - 4.
  • Field of Vision - the area that can be seen up and down or to the right or left while eyes are focused on one point. Must be able to see a wide span of area.
  • Accommodation - Must be able to adjust the eye lens to bring an object into sharp focus.
  • Color vision - ability to identify and distinguish colors.
Physical Strength - degree of physical demands typically associated with this position include:
  • Medium to Heavy work
    • Exerting up to 50 pounds of force occasionally; and/or
    • Exerting up to 50 pounds of force frequently; and
    • A negligible amount of force constantly to handle or move materials related to the position.

Reasoning
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems, and emergency situations; to deal with the public during investigations of fires, false alarms, explosions, hazardous material spills, fire code violations and complaints. Good judgment is essential.
Mathematics Ability
  • Ability to count, add, subtract, multiply and divide so as to perform mathematical calculations to determine appropriate documentation during investigations.

Language Ability
  • The ability to speak, read and write the English Language are required for this position.

Environmental Conditions
Physical Surroundings
  • The Fire Inspector is subject to working inside or outdoors. Position is subjected to various weather conditions, (sleet, snow, ice, rain, wind, extremely hot or cold) whenever emergencies occur or performing regular duties.
Hazards
  • The Fire Inspector may be exposed to trash, debris, numerous chemicals smoke, combustible and flammable materials, various gases, body fluids or other hazards. The work performed is subject to the final standards of the Occupational Safety and Health Administration guidelines.

  • Flashlight, clipboard, photography equipment, evidence preservation vehicles, fire alarm systems, fire extinguishers, sprinkler systems, manuals, codes, rules and regulations, Personnel Resolution, ordinances, training materials, specialized tools and equipment, handheld tools, pens, writing paper, report information, computer, and any other work aids relating to the job.
