ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. Through its integrated system of twenty-five (25) health centers and four (4) acute hospitals - and expanded network of community partner clinics - DHS annually provides direct care for over 600,000 unique patients, employs over 23,000 staff, and has an annual budget of over $6.9 billion. Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

DEFINITION:
Analyzes and makes recommendations for the solution of departmental accounting, budgetary, and other financial problems including problems of accounting systems design and implementation.Conducts studies of departmental accounting and budgetary operations, fiscal controls, and accounting standards in both computerized and manual financial systems.
Assembles and verifies financial data, schedules and statistical summaries and compiles them into formal reports of study findings.
Analyzes and evaluates study findings to identify those aspects of the financial system operations which are functioning effectively and those which need to be changed or replaced.
Determines specific measures necessary to correct identified deficiencies in current departmental financial systems and designs control mechanisms to be incorporated into revised systems.
Prepares detailed policy and procedures manuals and designs forms relative to the establishment and implementation of new or revised departmental financial systems.
Orients and trains department personnel before and during conversion to new or modified accounting, budgetary, or other financial systems.
Adapts manual accounting, budgetary, and other record keeping functions to computerized processing and establishes preventive, detective, and corrective internal controls.
Assists departmental data processing personnel or outside consultants in the technical design, development, testing and modification, and installation of computerized financial systems, as required.SELECTION REQUIREMENTS:
Option I:
A bachelor's degree* from an accredited college or university in Finance, Accounting or Business Administration -and- one (1) year of experience assisting in the performance of financial system analysis** in a county department at the level of Financial Specialist I***.
Option II:
A bachelor's degree* from an accredited college or university with 12 semester units or 18 quarter units of accounting, 9 additional semester units or 13.5 quarter units in either accounting or finance, and 6 semester units or 9 quarter units in computer science including a course in systems analysis and design**** -and- two (2) years of experience in an administrative*****, advisory****** , or staff capacity******* resolving accounting, budgetary, and other financial problems including accounting systems design and implementation********.
DESIRABLE QUALIFICATIONS:
Additional credit will be given to applicants that possess the following:
  • Additional experience beyond the Selection Requirements.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II-Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

**Financial Systems Analysis is the implementation, maintenance and updating of bookkeeping (accounting) and financial information systems, which includes modifying system menus, editing spreadsheets and reports, importing files to, and exporting files from financial databases, and troubleshooting system problems.
***Experience at the level of Financial Specialist I in the County of Los Angeles is defined as: assists in analyzing and making recommendations for the solution of departmental accounting, budgetary, and other financial problems including accounting systems design and implementation.
****Classes comparable to systems analysis and design are: Introduction to Computer Concepts, Accounting Information Systems, Introduction to Business Information Systems, Introduction to Information Systems and Computer Programming, Management Information Systems, or Business Computer Systems.
*****Administrative capacity in the County of Los Angeles is defined as: performs work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solutions of problems of organization, budget, personnel, information systems, programs, facilities planning, supply chain management, and general management.
******Advisory capacity in the County of Los Angeles is defined as: Possessing expertise in a
specialized field and expresses views, provides opinions, and recommends courses of action to be taken on problems presented by others for resolutions. Performing in an advisory capacity customarily does not involve regular performance or supervision of performance of day-to-daywork in the specialized field.
*******Staff capacity in the County of Los Angeles is defined as: works in an advisory to line managers to provide program and administrative support. Work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives. Works under general supervision of the line of the division manager.
********Accounting Systems design and implementation is defined as the processes and procedures that produce useful information for decision making and business management.EXAMINATION CONTENT:
This examination will consist of an evaluation of education, experience based upon application information, desirable qualifications, and supplemental questionnaire weighted 100%.
Candidates must achieve a passing score of 70% or above on each weighted part of the examination in order to be placed on the eligible register.
ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing score in the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.
No person may compete in this examination more than once every twelve (12) months.
SPECIAL INFORMATION
AVAILABLE SHIFT:
Appointees may be required to work any shift, including evenings, nights, weekends, and holidays.

The resulting eligible register for this examination will be used to fill vacancies in the Department of Health Services (DHS) throughout Los Angeles County as they occur.
