This is a Full-Time 40 Hours Weekly position with the South Dakota Department of Transportation (SDDOT) - Planning and Engineering. For more information on the Department of Transportation, please visit https://dot.sd.gov/.

The SDDOT Division of Planning & Engineering, Office of Project Development is looking for a skilled and motivated individual to fill a lead accountant position in Pierre, SD. The primary focus of the position is administration of federal funding received from the Federal Highway Administration (FHWA). Responsibilities of this position include:

  • prepare federal project authorizations; reconcile federal funds; and complete project eligibility reviews, federal finals, various account reconciliations, and financial reports;
  • ensure compliance with FHWA funding and accounting related performance measures;
  • serve as the department's technical expert regarding project funding and federal accounting rules and regulations. This includes analyzing federal authorization acts, annual federal appropriations acts, and new and/or changing federal laws and policies;
  • develop policies, procedures, and implement operational changes in response to new, or revised federal and state requirements;
  • design, develop, enhance, and maintain comprehensive accounting information systems;
  • perform financial forecasts and projections by thoroughly evaluating current funding levels vs. future planned projects and potential funding scenarios;
  • contribute to the development of grant agreements and carry out accounting functions to ensure compliance with terms of such agreements;
  • effectively present and report information pertaining to funding status, initiatives, and challenges to DOT leadership.

Payrate and classification will depend on experience and qualifications. Duties in the higher classification will be similar; however, project complexity and oversight may change.

The Ideal Candidate Will Have:
A bachelors degree in accounting, business, or related degree and 7 years professional experience with exposure to federal funding.

Knowledge of:

  • accounting principles and practices;
  • auditing procedures;
  • accounting information systems;
  • governmental accounting;
  • contractual agreements.

Skill to:

  • research and interpret rules and regulations;
  • complete account reconciliations;
  • progressively use Microsoft excel;
  • serve as a technical expert to various project stakeholders;
  • mentor, train and direct work to colleagues.

Ability to:

  • plan, prioritize, and multi-task;
  • lead effective meetings;
  • build strong working relationships with various stakeholders;
  • communicate effectively, both, orally and in writing.

This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
