Job description

In coordination with the Executive Director of the One Health Institute (OHI), Directors of the Oiled Wildlife Care Network (OWCN), the California Veterinary Emergency Team (CVET), and under the supervision of the OHI Chief Administrative Officer (CAO), Provides analytical support to improve finance processes. Also works on maintaining the general ledger and researching and resolving system errors queues. Provides financial, project, partnership development, and administrative management to assigned programs and projects. Positively represent the OHI while liaising with School of Veterinary Medicine and Campus administrative professionals, faculty and staff. Using the university accounting and other administrative systems, process complex business contracts, service contracts, and purchase requisitions; perform personnel and payroll transactions; keep all parties apprised of deadlines and limitations. Creating and reconciling budgets and ledgers while ensuring compliance with university, client, state and federal policies and laws. Responsible for providing administrative and logistical support for emergency responses such as oil spills and wildfires, occasionally travelling to remote locations (depending on the emergency, the response, and the particular needs). Maintain strict confidentiality to protect privacy and rights of individuals. In addition, serves as liaison and primary point of contact for external partners, as well as helping teams pursue funding opportunities and revenue streams both inside and outside California. Provide policy and procedural guidance in payroll/personnel, accounting, procurement, travel and programmatic administration. Interpret, administer and comply with all applicable University, Federal and State policies. Process complex business contracts and purchase requisitions. Perform general accounting transactions including accounts payable, entertainment, travel, honoraria, check requests and other transactions using the university accounting system. Liaison with campus units and external organizations in all areas of responsibility.
RECRUITMENT PERIOD ONE MONTH: Applicants will be screened after two weeks; and then on a weekly basis. The position can be filled prior to the removal date.
BUDGETED SALARY NOT TO EXCEED $39.56/HOUR

WORK ENVIRONMENT
* Required to travel to various locations in California rotating on and off the response team during disaster response at the spill site (often on short notice).
* Hybrid work environment
* Works well as in a team-oriented environment.
* Excels in a fast-paced work environment with minimal supervision.
* Provide own transportation to off-site meetings and events. Occasionally drive alternative fueled vehicles provided by the University.
* Restricted vacation during peak periods and during peak workload periods.
* Work in a shared space environment. Work in an area where there is constant traffic and noise from office machines, telephones and conversations.

MINIMUM QUALIFICATIONS
Minimum Education/Experience:
* Experience with accounts payable, purchasing, general accounting principles, and accounting databases.
* Experience in analyzing options and problem solving independently on assigned projects while utilizing available resources to efficiently complete.
* Experience with UC Davis sponsored research, payroll, accounting, business contracts, material management, equipment inventory, and internal control; ability to interpret and implement established policies and procedure.
Minimum Knowledge, Skills, and Abilities (KSA):
* Excellent organizational and analytical skills to assume general assignments and independently follow through to successful completion.
* Strong interpersonal, written and oral communication skills to interact tactfully with diplomacy and sensitivity with a diverse group of people both in person, by email, and over the telephone. Must be flexible and have the ability to communicate effectively with team members and work cooperatively with others as well as participate, contribute ideas, set goals, tolerate confusion, and support and implement decisions affecting the group.
* Ability to independently coordinate a variety of tasks and functions; work around frequent interruptions; organize own workload and set changing priorities. Anticipate and provide for schedule changes; work under pressure and deadlines; ability and skill to maintain composure under heavy workloads and conflicting priorities or demands sufficient for effective performance.
* Ability to work independently with minimal supervision, exercise good judgment and decision-making ability, maintain confidentiality, exercise discretion, and resolve conflicts.
PREFERRED QUALIFICATIONS
Preferred Education/Experience:
* Experience with fiscal contracts and grants structure for private, state, and federal agencies preferred.
* Experience using KFS/Aggie Enterprise and Aggie Travel preferred.
Preferred Knowledge, Skills, and Abilities (KSA):
* Demonstrated knowledge of university policy and procedures, especially related to accounting, purchasing, and travel preferred.
* Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high-volume environment, judgment and decision- making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
