Position Description:
This position is Primarily On-site with Authorized Telework, providing programming, planning, budgeting, and execution support a Department of Defense (DoD) Naval customer located at Stennis Space Center, MS. Candidate will support the preparation, update and management of documents, databases, spreadsheets, presentation, and collaboration for effectively managing, acquiring, and implementing capabilities and budgets. Work entails responding to requests to analyze, plan, program, budget, and track Portfolio Management, evaluate procurement requests, coordinate meetings to accomplish objectives and publish meeting agenda and minutes.
Essential Duties and Responsibilities:
Support the planning and programming of the Program Objectives Memorandum (POM).
Gather fiscal year deputy portfolio requirements from Deputy Portfolio Managers (DPfMs); gather FY+1 requirements and manage/populate FY+1 Budget & Execution (B&E) Workbook.
Prepare support material and presentation of POM.
Monitor Program Budget and Information System (PBIS) for budget issues impacting stakeholder communities.
Monitor Integrated Resource Accounting Program System (IRAPS) for customer resources displayed by SubSystem Program (SSP).
Monitor controls issued by fleet and Naval forces commands.
Assist in recommending options for spreading PBIS issues.
Manage budget preparation and support preparation of Spend Plans, Program Decision Brief (PDB) and supporting artifacts.
Provide input to PBIS-IT for three (3) IT Budge submission (DON, OSD's Budget Estimate Submission (BES) and President's Budget (PB) as well as reporting actual execution.
Justify and prepare IT Budget exhibits to include (NC-36 workbook, NC-33 Justification of increases and decreases).
Provide execution support to track IT Procurement Request (ITPR) to budget items and notify program manager of issues and/or deviations.
Maintain currency of B&E workbook by requirements and budget controls.
Prepare reports/supporting artifacts as required.
Support preparation of Spend Plans and Command Resource Execution Plan.
Required Skills and Experience:
Must be a U.S. Citizen.
Must have an Active DoD Security Clearance (SECRET).
Minimum six (6) - ten (10) years' experience in business administration with emphasis on information technology, finance, program and acquisition and knowledge management.
Mid to expert level proficiency in applying medium scale (revenues about $50M - $100M year) government or corporate planning, programming, budgeting, and execution (PPBE) from tracking to procurement and fulfillment environment.
Proficiency with Program Budget Information System (PBIS), PBIS-IT, and Integrated Resource Accounting Program System (IRAPS).
Proficiency with MS Office products Word, Excel, and PowerPoint.
Must be highly organized, with excellent verbal and written communication skills, comfortable, when necessary to lead, direct and make presentations.
Must have a proven record of accomplishment in working with detailed planning, programming, budgeting, and executing (PPBE) and tracking resources.
Attention to detail and commitment to high quality/error free deliverables.
Ability to organize and facilitate meetings and conferences; prepare bi-weekly status report.
Must be able to take initiative, work independently with minimal supervision and collaboratively with a team.
Required Education:
Bachelor's degree or equivalent work experience in a related field.
Certified Government Financial Manager (CGFM) certification or other business/finance certification preferred.
Physical Requirements:
While performing the duties of this job, must be able to sit, walk, stand, occasionally bend or twist; regularly talk and hear, both in person and by telephone, use hands to operate standard office equipment; reach with hands and arms and lift to 25 pounds.
Work Environment:
All work will be performed on the client site. General office environment. Off-site/telework is authorized and will be at the client's discretion.
