About Financial Analyst:
Oversees the operation of the financial and clerical activities for the Sheriff's Office (Financial, Criminal & Civil Divisions). Responsible for managing the 3 departments' daily functions and performing duties related to the direct supervision and training of staff, compliance with financial reporting requirements, and development of strategies for customer satisfaction, cost containment, work efficiencies and revenue generation. Knows the County's Customer-Centered Culture principles, the County's Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis.
- Responsible for overseeing the 3 Clerical Departments of the Sheriff's Office which includes the collection of past due court fines and room and board fees, payroll, A/P, A/R, garage billing/inventory, bank reconciliations, gun permits, sex offender registry, accident/theft reports, fingerprinting, deputy dictation, garnishments, evictions, contestment hearings, process warrants, and immediately resolving database glitches/problems.
- Prepares division budget for review, monitors expenses and oversees internal controls within the Sheriff's Office by auditing various accounts monthly which are being maintained by other department personnel.
- Reviews all warrants prepared by Finance & Jail staff.
- Determines discrepancies in bank reconciliations prepared by Acct Technician, and Admin Sec I.
- Assists Jail staff with database problems.
- Assists with POS discrepancies.
- Works with Gateway or Clearing House for POS rates
- Assigns and coordinates E-911 addresses issued and changed; and enters and manages data in GIS.
- Supervises clerical, accounting, and administrative support staff by assigning work, approving leave time, interviewing, and recommending hiring, discipline and termination decisions.
- Oversees the maintenance & support of office equipment including computers, copiers, printers, phone system and databases and facilitates the preparation, recording, storage, retention & retrieval of documents & records.
- Prepares and updates work procedures.
- Develops fiscal policies as they relate to operations, security, and financial accuracy and accountability by keeping abreast of County rules and regulations and changing or upgrading procedures when needed.
- Monitors department compliance with County policies and procedures by understanding the policies and reviewing the procedures.
- Researches pricing options for upgrading current software.
- Identifies and implements training opportunities and evaluates products, processes & procedures.
- Conducts regular staff meetings; mediates conflicts and coordinates efforts to improve employee engagement.
- Prepares financial reports by reviewing monthly expenditures and revenue and translating information for the Sheriff's Office or the Secondary Road department.
- Knows the products they personally produce and the customers of each product. Listens to the "Voice of the Customer" and closes gaps between customer expectations and experience whenever possible.
- Performs other duties as assigned.
- Bachelor's degree is required.
- Four (4) years of experience is required. Additional relevant education or directly related experience may count towards minimum qualifications on a year-for-year basis at the discretion of the hiring manager.

- Ability to communicate with others through letters, memos, policies and other forms of communications.
- Requires the ability to perform advanced accounting and mathematical functions.
- Ability to coordinate and monitor State & financial compliance and works with County financial and budget directors.
- Requires ability to keep ongoing interaction with Iowa Clerk of District Court, Linn County Judges, Linn County Attorney, Iowa Department of Transportation, Iowa Department of Revenue, defendants' attorneys, and database vendors.
- Ability to interact with accounting, clerical, and administrative personnel, other department supervisors and the State of Iowa court system is required.
- Must be able to aggressively deal with collections issues as they relate to past due court fines and room and board fees.
- Ability to anticipate problems and act quickly when issues arise.
- Must be able to deal with potentially difficult people.
- Ability to use a computer, calculator, telephone, office equipment, Microsoft Office software including Access, and ArcGIS software.
Special Necessary Requirements:
Must pass a County physical examination which includes a drug test after offer of employment. Subject to criminal and credit history review. Valid Driver's License required. Regular work attendance required. Must remain awake and aware of surroundings at all times.Monday - Friday
