Duties

As a Financial Analyst, you will:
  • Review financial budgetary documents, including operating budgets, budget revisions, financial statements, audit reports, requests for payment of HUD assistance, applications for transfer of physical assets and recommend or initiate appropriate action on a timely basis.
  • Provide advice and assistance to program participants on financial budgetary, accounting and reporting matters to assure that financial management operations are efficient, economical, and financially stable.
  • Provide extensive field accounting assistance to program participants, including reviewing books of accounts and records, assist in the preparation of required reports and recommending action for improvement or correction of any deficiencies.

Conditions of Employment
The official duty station for this position will be in Detroit, Michigan. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.
Key Requirements:
  • Must be U.S. Citizen or U.S. National.
  • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
To be qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level. This experience is defined as meeting all of the following:
- Ensuring financial accountability and compliance with federal rules, regulations, laws, and policies as they relate to housing projects assisted or insured by the Office of Multifamily Housing; AND
- Reviewing and analyzing annual financial statements, monthly accounting reports, and operating budgets for Multifamily projects; AND
- Using financial systems and technology in conducting financial reviews.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
Individual Occupational Requirement
Education

Undergraduate and Graduate Education: Major study finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Experience

Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
