CLASSIFICATION SPECIFICATION

CLASSIFICATION TITLE: FINANCIAL ANALYST

PURPOSE OF CLASSIFICATION

The purpose of this classification is to ensure all capital /grant projects and capital assets records are properly maintained and provide accurate, informative and transparent reporting for all projects and assets to administration, the departments, and the community of Jackson County.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Maintains capital projects, assets, and grants data base; enters, retrieves, and creates internal and external reporting.

Provides and reviews policies and procedures for capital projects, assets, and grant reporting to various County departments as needed.

Maintains operating and capital grants data base; enters, retrieves, and creates internal and external reporting.

Completes county-wide asset audits/monitoring as needed.

Coordinates with departments for grant information and grant reporting.

Provides timely reporting for audits in relation to capital projects, assets and grants.

Maintains confidentiality of sensitive information.

Serves as back up to accounts payable, budget and purchasing functions, as needed.

Operates a personal computer, printer, fax, copier, scanner, and other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

ADDITIONAL FUNCTIONS

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Bachelor's degree in Accounting/Business Administration, Budget/Procurement or related field with a minimum of three to five years' experience in Government Finance with a concentration in capital projects, assets and grants experience; requires precise attention to detail. Certification in Local Government Finance Officer Program - Level I and Level II is preferred. Or, any combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Mathematical Aptitude: Requires the ability to perform complex accounting and financial computations; addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
