The Department of Natural Resources (DNR) Forest Resiliency Division, Federal Lands Section (FLS) is seeking a Timber Sale Contract Specialist to join a team that provides assistance to the public, federal, and state partners. As part of the Division and FLS, you will work alongside a talented cadre of professional planners, implementors, and scientists who are focused on increasing the health of Washington's forests and urban landscapes. In this position, you will be the Federal Lands Contract Specialist 2 responsible for oversight and internal controls of the FLS Good Neighbor Authority timber sale contracting document library, approvals, and related process development and improvement, designed to withstand and surpass federal requirements. This position plays a critical support role in the overall day-to-day business operations of the FLS as a statewide resource and reports to the Federal Lands Business Operations Analyst while working closely with FLS Program Managers and the Assistant Division Manager as part of a dynamic business team focused specifically on GNA timber sale contract mechanisms and supporting Department of Enterprise Services goods and services contracting needs. This position is intended to be the expert resource on GNA Timber sale contracting function and associated processes that are required to conduct GNA timber sales and support the development of contract language and new contracting mechanisms.
Duties
Responsibilities:
  • Prepares and processes timber sale review documents and advertising materials. Using knowledge of timber contract concepts and structure and recognizing desirable contract terms and provisions while administering proper usage of contract-specific language for all timber sale contracts.
  • Supports Log and Load accountability in coordination with section resources.
  • Acts as the primary timber sale record officer for the entirety of the FLS. Manages the FLS archives and coordinates with districts, program managers, and section resources to manage and store hard and electronic copies of sale project files.
  • Supports Advertisement of GNA Timber Sales and associated requirements. This position will work within existing section resources to support public advertisement, bidding, and auction processes authorized under the Good Neighbor Authority.
  • Function as the FLS Form Coordinator. Coordinates with all FLS Districts and program managers, Product Sales and Leasing Division resources, and state/federal partners to develop and recommend changes to program-specific contracts used Statewide. Maintains existing forms and creates new FLS timber sale forms to be applied Statewide.
  • Development of new GNA contracting mechanisms through coordination with supervisor, program managers, and the Attorney General (AG) to provide formal AG Approved to form contracts for use by the FLS.
  • Assist the Federal Lands Grants and Contracts Specialist in preparing and performing analysis of contracts associated with the procurement of goods/services.

Qualifications
Required Qualifications:
  • A Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics, or closely allied field AND Three years of progressive experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
    OR A combination of education and/or experience equivalent.

Special Requirements and Conditions of Employment:
  • Work is performed primarily in an office setting or other meeting locations and field environments. Field visits may require walking over steep and rugged terrain and in inclement weather.
  • Some travel to Federal Partner Offices may occur or for field tours. Less than 5% of the time.
Desired Qualifications:
  • A Bachelor's degree involving a major study in public administration, business administration, business law, commerce, economics, mathematics, statistics, or a closely allied field. Forestry or related experience can substitute for a degree on a year-for-year basis. AND Four years of experience in negotiating, administering, or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
  • In-depth knowledge of department timber sale contracting processes and procedures, including the Good Neighbor Authority contract process.
  • Competency using Microsoft Office Applications, SharePoint, Agency Presales System, Adobe Applications, and GIS systems and ability to read/ create/ display spatial information in ArcGIS.
  • Exceptional attention to detail and organization skills.
  • Knowledge of the Washington State RCWs and WACs, CFR, and USC as related to federal contracting requirements.
