Description

The Community Services Division (CSD) partners with local governments, Tribes, community based organizations, and nonprofits to provide community assistance, promote individual and family self-sufficiency, address the causes and effects of crime and violence, and reduce poverty.
The Office of Firearm Safety and Violence Prevention and Community Safety Unit (collectively OFSVP-CSU) partners with federal, state and local criminal justice and public health agencies, community organizations and leaders, and individual community members to reduce and address the impact of crime and violence, facilitating the availability of opportunities and resources in communities statewide.
In close coordination with the Executive Director, Assistant Managing Director and other members of the OFSVP-CSU management team, theFederal Grant Portfolio Managerleads and directs a team of program managers in the oversight of U.S. Department of Justice (DOJ) and other Federal Grant awards to Commerce. These Federal Grant programs include the Byrne-JAG program, the Byrne State Crisis Intervention Program, the Community Violence Intervention and Prevention Initiative grant and the John R Justice Grant Program. Oversight includes serving as the primary business manager for policy direction, budget and performance management including competitive solicitations, distribution of funding to sub-awardees, data collection, outcome metrics and reporting, convening advisory committees and boards and maintaining communication with partners including messages to the mailing list and maintenance of accurate, up-to-date content on the public webpages.

Duties
  • Develop policies and procedures, contract and legal document templates, work methods, and information systems, to ensure procedural, programmatic and legal standards are met and the state's interests will be protected in the administration of the OFSVP-CSU Federal Grant programs.
  • Manage the development and execution of contracts exceeding $10 million per year.
  • As part of the OFSVP-CSU management team, lead efforts for program planning, quality assurance, budget development, and development and implementation of OFSVP-CSU policies and procedures, and the design and implementation of the organizational structure and workload distribution within OFSVP-CSU.
  • Lead efforts to ensure outcome metrics data collection and reporting to meet federal requirements, support effective policymaking and program management.
  • Increase public education and outreach of program related issues and solutions, working with the OFSVP-CSU management team to develop website content, outreach materials - including listserv messages, and speaking with partners, including community groups.
  • Prepare and submit required reports and policy recommendations to Commerce leadership, the Governor and the Legislature.
  • Coordinate with, and act on behalf of, the Executive Director to communicate and provide information to external partners, including the CSD assistant director, the Governor's office and other state agencies, law enforcement agencies, legislators and legislative staff, and advisory committees and boards.
  • Supervise a team of professional staff.

Qualifications
Required Qualifications:
  • Bachelor's Degree AND five years of professional experience in community, trade or economic development preferably in community advocacy, stakeholder engagement, project management, and/or support of community or public safety programs, or in a related field; OR, if the applicant does not have a Bachelor's Degree, nine years total of a combination of higher education and professional experience as described. A graduate or advanced degree may substitute for one year of the required professional experience.
  • One year of experience supervising one or more employees. Supervisory experience includes the following responsibilities with respect to employee(s) supervised: hiring staff, training and development, assigning work, evaluating performance, and taking corrective action.

Preferred/Desired Qualifications:
  • Experience managing, negotiating, administering federal Department of Justice grants, or other Federal Grants, as a grantor or grantee.
  • Two years of additional experience supervising one or more employees. Supervisory experience includes the following responsibilities with respect to employee(s) supervised: hiring staff, training and development, assigning work, evaluating performance, and taking corrective action.
  • Experience working for, or in partnership with, organizations based in historically marginalized communities, low income populations and/or Tribes.
  • Demonstrated high-level interpersonal communication skills including an ability to collaborate and build partnerships, develop and lead work teams, and work effectively with authorizing and external environment.
  • Demonstrated ability to pay attention to detail and oversee a complex suite of responsibilities.

Work From Anywhere In Washington StateThis position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
