IMSolutions is looking for Federal Contracts Specialists to join us at our client the National Oceanic and Atmospheric Administration (NOAA) to fill an opportunity supporting the federal government.

This position is 100% remote.

NOAA is a scientific and regulatory agency within the United States Department of Commerce that forecasts weather, monitors oceanic and atmospheric conditions, charts the seas, conducts deep sea exploration and manages fishing and protection of marine mammals and endangered species in the U.S.

As a Contracts Specialist II, you have a critical role performing various pre-and post-contract and procurement responsibilities pertaining to the procurement of supplies, services, and equipment, which include almost all functions from cradle to grave in the acquisition life cycle. Possess working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements.

These functions include:

  • Apply established acquisition/purchasing regulations, policies, and procedures while assisting in the procurement of goods and services in a Federal Government environment.
  • Prepare or review pre-procurement packages.
  • Prepare and/or research support documentation.
  • Make quality recommendations to the Contracting Officer/Grants Officer.
  • Research, analyze, and validate relevant data.
  • Complete tasks needed to successfully advertise, solicit, construct, award, administer, and/or close out Government contracts or task/delivery orders.
  • Support the issuance of contracts, and purchase orders, track status, and expedite orders according to customer requirements and in compliance with all related guidelines, policies, and procedures.

Requirements:

  • 6+ years of Federal contracts management experience.
  • Bachelor’s degree or at least 24 credit hours in business or a business-related field.
  • Knowledge of Federal contracting laws, regulations, and policies, and an understanding of business and industry contract practices.
  • Acquisition planning - reviewing, editing, or assisting in writing statements of work (SOW), performance work statements (PWS) statement of objectives (SOO), request for information (RFI)/Request for Proposal (RFP)/Request for Quotation (RFQ) and Invitation for Bids (IFB).
  • Market research/analysis, selection and administration of contract terms and conditions, cost, and price analysis,
  • Negotiation preparation - preparation of contract modifications, development of evaluation criteria, evaluation of contract performance, contract termination, and contract closeouts.
  • Experience with Cost Reimbursable, Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour (LH), Commercial, Indefinite Delivery Indefinite Quantity (IDIQ), and GSA FSS contracting.
  • U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three or more years.
  • Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on their application.

Base compensation range and benefits:

$60,000 to $75,000

Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
