About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.Feasibility Studies Assistant Project Manager Job Summary:
Reporting to the Feasibility Studies Department Manager, the Assistant Project Manager will be responsible for assisting with the management of feasibility study projects including directing technical project approach, overseeing the consultant team, and coordinating with in-house technical resource managers and stakeholders.
Essential Functions and Duties:- Provide technical guidance and support to internal staff and assist with technical reviews.
- Perform engineering tasks such as hydrologic and hydraulic analysis and design of flood reduction projects.
- Prepare correspondences, complete, and maintain records and files related to the department's project activities.
- Seek guidance to ensure tasks are completed within scope, schedule, and budget.
- Collect, assimilate, and present data and technical recommendations associated with Feasibility Studies in reports, memos, and public forums.
- Participate in public engagement processes by assisting in preparing for and presenting at public meetings.
- Advise management of problems and prepare recommendations for solutions using best practices.
- Ensure proper and accurate financial reporting of projects.
- Perform other duties that may be added or changed as the course and scope of the job directs.

Education:
- Bachelor's degree in civil engineering or a related field from an ABET-accredited college or university.
Licensure:
- Valid Class "C" Texas Driver's License
- Excellent communication skills to convey complex technical concepts to both technical and non-technical stakeholders, including community members, government officials, and the public.
- Understanding of hydrologic and hydraulic modeling principles and the ability to run HEC-HMS and HEC-RAS.
- Knowledge of ESRI GIS software.
- Ability to prepare technical reports and documents.
- Strong skills using Microsoft Office applications.
- Ability to make informed decisions under pressure, considering technical, financial, and regulatory factors.
- Can work independently with limited supervision, relative autonomy, and general review.
