Job description

Summary
This position is located in the Architect of the Capitol, Office of the Chief Engineer, Planning and Project Development Division, Technical Support Branch (TSB). TSB provides technical services for development and maintenance of construction specifications, provision of construction cost estimates, and implementation and operation of the agency computer-aided design (CAD) system. The selectee serves as system administrator for the AOC's CAD and building information modeling (BIM) system.

Duties
The individual selected for this position will function as the designated top-level CAD & BIM systems management subject matter expert (SME) in the agency.
MAJOR DUTIES
AOC CAD and BIM System Management
- Manages acquisition, maintenance and oversees usage of application software that extends the capabilities of the core 2-D and 3-D software components.
- Develops and maintains network application procedures and functional standards required to accomplish work.
- Performs troubleshooting of ACS environment and software components as needed; Coordinates with others in interfacing ACS with related enterprise software.
- Maintains currency with developments in CAD and BIM software and its use in architecture, construction, renovation and other related disciplines.
- Explores opportunities to promote the use of new software options that support the mission of the agency.
- Leads the Facility Documentation team and provides coordination and oversight of input and maintenance of 'as-is' master CAD files across all disciplines, including but not limited to: architectural, civil, electrical, fire protection, mechanical, plumbing, structural, telecommunications and utilities.
- Reports regularly to the Assistant Director TSB on the current status and future needs of the master CAD 'as-is' file and program, and contracted CAD-related projects.
- Establishes priorities and directs the Facilities Documentation team to meet immediate and long-range needs of the organization.
- Provides user support in development of new solutions and use of existing methods in the ACS system.
- Works with all CAD system software and elements to coordinate the objectives and plans of many specialized communications programs such as EAM, CAFM and GIS, to allow for conflicting program requirements.
- Plans, develops, directs and maintains oversight of the CAD environment.
- Develops and maintains network application procedures and functional standards required to interface with programs such as EAM, CAFM and GIS; Coordinates with other program managers in interfacing CAD with related enterprise software.
- Maintains and updates the CAD procedures and functional standards required to accomplish work throughout the agency.
- Produces statements of work, proposals, technology forecasts, feasibility reports and a variety of written and oral reports, as necessary.
- Provides training to and directs the Facility Documentation team in the support of the CAD systems.
- Maintains software license information for the CAD and related systems. Ensures that license update and renewal contracts are maintained.
- Serves as the Contracting Officer's Representative (COR) for contracted CAD related and master 'as-is' documentation projects.
- Evaluates contractor performance for compliance with statements of work; Reviews deliverables for technical adequacy; Where deficiencies are noted, directs necessary changes, resolves controversial problems, assures conformance to plans and furnishes other assistance as required; Reviews completed work, evaluates quality and recommends acceptance or rejection of completed work to the Contracting Officer prior to any payment.
- Provides the necessary planning, directing and coordination of external contracted CAD services in support of the 'as-is' master drawing files.
Customer Support and Configuration Management
- Develops policies and guidelines for customer support services for the CAD system.
- Plans and manages installation and implementation of software component upgrades, in coordination with AOC Information Technology Division (ITD)
- Provides technical bulletins to inform users of problems and measures being taken or to instruct them in actions they need to take.
- Resolves issues related to the delivery of services and software configurations.
- Develops and updates user policies and procedures.
- Provides start-up training and system connection assistance to any users accessing the ACS; Provides orientation to system users when there are system upgrades or software updates.
- Develops user instruction manuals.
- Monitors CAD system trends to evaluate ways to upgrade or enhance the level of services provided to users.
Systems Analysis
- Advises management on software and hardware requirements for the CAD system.
- Leads in the coordination of A/E/C disciplines with space management applications and other agency applications such as CAFM, EAM and GIS programs.
- Troubleshoots and resolves complex problems throughout the entire ACS system lifecycle, addressing items such as systems capacity and performance problems; Resolves technical problems and advises the Assistant Director on more complex and controversial in nature.
- Using statistical data processing and other techniques, conducts analyses in support of strategic planning, budget forecasting, workforce and staffing analysis for the Facility Documentation team and the CAD system.
- Performs other related duties as assigned.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
For the GS-12:
Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-11) grade level in the Federal service.
Specialized experience for this position includes the following:
  • Broad knowledge of and experience with computer-aided design (CAD) and building information modeling (BIM) systems supporting building construction projects and facilities operations and maintenance.
  • Troubleshooting and providing solutions to customer issues within the CAD environment.
  • Providing support to senior specialists with network applications, including assessment, design, development, installation and maintenance.
  • Communicating moderately complex information to managers and peers to resolve networking issues.

For the GS-13:
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service.
Specialized experience for this position includes the following:
  • Comprehensive knowledge of and experience with computer-aided design (CAD) and building information modeling (BIM) systems supporting building construction projects and facilities operations and maintenance.
  • Developing and implementing network application procedures and/or functional requirements for CAD systems and applications.
  • Testing, troubleshooting and providing solutions to customer issues within the CAD environment.
  • Applying analytical methods, principles, management concepts, and appropriate evaluation techniques to ensure compliance with regulations, policies and procedures.
