MISSION:
It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.
JOB PURPOSE:
Under limited supervision of the Director of Facility Programming, the Facility Programs Manager will oversee the staff responsible for ensuring that the DJJ youth behavior management process maintains fidelity and all procedures are instituted fairly and consistently. The youth behavior management process will be a facility-wide process of recognizing and rewarding positive behaviors while sanctioning and discouraging undesired behaviors from the youths assigned to DJJ's hardware secure facilities. This position will also oversee the specialized programs and the multifaceted recreational and activity program for youth within the Juvenile Detention Center, (JDC).
JOB RESPONSIBILITIES:
Provides direction and supervision to all recreation staff at JDC include recreational specialists.
Manages daily operations of afterschool, weekend, and holiday recreational activities.
Ensures large muscle movement recreation is completed as schedule and all activities, to include leisure activities, are meaningful, diverse, and creative.
Leads and manages Program Coordinators at JDC.
Provides direction and oversight for all programs occurring at JDC.
Ensures both episodic and ongoing programs are well-planned, approved by security leaders, and executed as scheduled.
Youth-centric programs will provide education, engagement, and/or entertainment for youth in facilities.
Provides guidance and direction to agency volunteers supporting programs.
Oversees the behavior management system for JDC to include distribution of the weekly membership information to multidisciplinary teams, the level advancement process, the provision of timely and proper youth incentives, and the proper distribution and flow of paperwork.
Monitors the development and implementation of the behavior management and programmatic processes to be utilized in JDC and prepares weekly and monthly reports to reflect any successes or challenges with the behavior management and programmatic processes.
Conducts daily random checks to ensure the behavior management system processes, specialized programs and recreation/activity programs are functioning properly.
Ensures diverse activities and programs are completed as scheduled.
Ensures behavior management system paperwork is completed accurately and incentives are distributed timely. Addresses any concerns.
Ensures inventories of supplies, equipment, and materials to support the proper operation for all recreational/leisure activities and programs, and incentive activities at BRRC are utilized correctly and updated routinely.
Maintains adequate inventory, forecasts need, and purchases items according to DJJ policy.
Performs other related job duties as assigned by the supervisor.
Minimum and Additional Requirements
STATE MINIMUM REQUIREMENTS:
A bachelor's degree and relevant program experience.
ADDITIONAL REQUIREMENTS:
Extensive knowledge of Juvenile Justice Disciplinary processes, practices, concepts, and principles within hardware-secure facilities.
Experience in developing, writing, and implementing disciplinary processes and procedures and incentive-based programs within a juvenile correctional facility.
Extensive knowledge of all DJJ rules of conduct concerning Juvenile behavior.
Basic knowledge and experience in correctional facilities.
Must have the ability to manage and train support staff.
Working knowledge of principles/practices of recreational/therapeutic activity services.
Skilled in directing/supervising meaningful activities after school and on weekends.
Under the direct supervision of the Director of Facility Programming. Employees must be able to work independently while maintaining a high degree of confidentiality and accuracy. Performance, including quality and quantity of work, is measured by personal contact, formal and informal communication, and annual performance reviews.
Must be able to work around disruptive youth in a secure facility.
This position performs job duties related to the custody, control, transportation, and recapture of youths within the jurisdiction of SCDJJ and the employee will have direct and indirect contact with youths within the jurisdiction of SCDJJ. Training applicable to these duties will be provided. The employee will have to attend basic certification and be certified as a Juvenile Corrections Officer within 6 months of hire.

Candidates must present documentation of their attainment of a college degree(s) at the time of the interview.

Preferred Qualifications
AGENCY PREFERRED REQUIREMENTS:
Management experience and a minimum of three years of working with troubled youth. Must be able to manage and implement behavior management system practices in a DJJ facility.
