Position Overview

The Facilities, Fleet & Grounds Director provides leadership, supervision and direction for county facilities, landscaping & Grounds, logistics/janitorial services, and fleet management. The Director establishes goals for each unit and ensures the strategic direction established by management and the Board of County Commissioners is followed. This position has significant responsibility for forty-five buildings with approximately 1.8 million square feet of space, numerous county properties spread across multiple jurisdictions, and a fleet of approximately 600 vehicles. Work is performed under the supervision of an Assistant County Manager and is evaluated by project and program completion and review of employee's written reports and completed forms.
Examples of Duties
  • Provides management oversight to unit supervisors to ensure departmental operations are functioning with productivity and efficiency
  • Leads efforts resulting from program studies to improve identified areas of deficiencies with a goal toward established benchmarks
  • Provides leadership and guidance to direct reports to ensure that all logistic areas are managed within established county policies and procedures
  • Ensures that all federal, state, and local regulations are met, facilities meet all OSHA regulations, and monitors staff training confirming completion of all safety training requirements
  • Provides technical support to all County departments as needed
  • Develops RFPs for program services on a variety of assigned complex and highly visible projects, evaluates proposals and recommends contractors, and monitors for compliance with regulatory and contractual requirements
  • Solicits input annually from County departments on their maintenance and repair needs and vehicle replacements; evaluates requests and recommends maintenance & repair projects and vehicle replacements for budgetary consideration
  • Develops and maintains annual department budget and monitors expenditures
  • Classification provides direction to the Central Maintenance unit ensuring safe and efficient repair and maintenance of all county vehicles

Minimum Qualifications
Graduation from an accredited four-year college or university with a degree in business administration, public administration, or other related field and five (5) years of progressive administrative experience involving participation in the supervising, planning and management of a business or governmental program, with at least two (2) of those years in facilities, landscaping/grounds, custodial services and/or fleet maintenance; or equivalent combination of training and experience.
Management Preference: Direct experience managing facilities, landscaping/grounds, custodial services, and fleet maintenance. Professional Engineer license preferred but not required.

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.

Knowledge, Skills and Abilities
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique and coordination of people and resources
  • Knowledge of complex building systems and critical infrastructure
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local and state operations for the protection of people, data, and property
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and employee relations
  • Knowledge and experience with Local Government purchasing policies and procedures
  • Knowledge of and ability to use a variety of computer equipment and software programs
  • Knowledge of the tools, equipment, and materials used in landscaping and grounds, in the repair and maintenance of automotive equipment, maintenance of facilities and building systems
  • Knowledge of the processes, equipment, and materials used in janitorial services and logistics
  • Knowledge of equipment cost accounting methods, budget development and monitoring
  • Skills in communication with the ability to present information both orally and in writing
  • Ability to maintain or supervise the maintenance of equipment records of some complexity and to prepare reports from these records
  • Ability to maintain effective working relationships with subordinates and other departmental personnel
  • Ability to build relationships and partnerships while communicating effectively with both internal and external stakeholders
