This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Library. The anticipated life of the employment list is six months. Current vacancy is with the Tulare County's Library located in Visalia. The anticipated life of the list is six months.
Applications will be reviewed by Tulare County Human Resources & Development. As Extra Help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.
Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An Extra Help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months. If you are hired for Extra Help and you complete a work assignment and then you if you wish to be employed again, you must resubmit an Extra Help application online. Typical Duties
Solicit funds, services and in-kind gifts for the purposes of enhancing, renovating and/or improving County Library facilities, activities and programs; identify and meet with civic groups, community organizations and individual donors for the purposes of sponsoring improvements and recruiting volunteers; make public presentations for the purposes of soliciting funds and Donations, recruiting volunteers, and publicizing and promoting activities and programs; maintain accurate records of donations, project goals, schedules, volunteer hours, and progress; coordinate grants, funds, services and in-kind gifts with departmental personnel; assist in the development, maintenance, and monitoring of project budgets; assist in coordinating special events designed, including those to raise donations, acknowledge and recognize donations, and dedicate improvement projects; identify, implement, and coordinate creative methods for publicizing and soliciting funds and Donations, including writing articles; may accept payment of fees or donations from the public or groups. May maintain and process cash records; perform clerical duties which include reception, filing, typing, word processing, bookkeeping, recording keeping and the preparation of memorandum, reports, and correspondence; may design new forms for various purposes; may provide information on departmental policies and procedures to the public; recruit, train, supervise, and coordinate Library Volunteers; coordinate with supervisors the work of volunteers engaged in providing services to the Library and review volunteer's performance; coordinate community volunteer effort with Friends of the Library and Library Foundation; assist in determining the level of need for Library volunteers throughout the Library system; identify sources of Library volunteer help and initiate contacts to secure assistance; attend meetings and training sessions; learn tasks and duties of Library positions where volunteers can be utilized; operate various office machines including a personal computer; prepare periodic reports for Library, Foundation, and Friends; develop and recommend Volunteer and Donation policies and procedures.

Employment Standards
Education: Completion of the twelfth (12th) grade and completion of an approved office support program from an accredited business, community college, or adult school.
Experience: Two (2) years of public contact work, preferable involving coordinating fundraising activities and/or volunteer services.
Equivalencies: Two years of college level study in business or public administration or related field may substitute for one year of the required work experience.
Knowledge of: Basic fundraising methods and techniques; basic public relations techniques; organization, procedures, and operating functions of a modern office environment; English usage, spelling, grammar, and punctuation; basic math functions and calculations; basic bookkeeping practices and procedures; community organizations and resources; basic library operations.
Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; plan, organize, and coordinate a Volunteer and Donation program; work independently and organize work, set priorities, establish procedures, meet deadlines; read, interpret, and apply rules and regulations to program operations; collect and analyze information, draw valid conclusions, and formulate recommendations concerning program policies and procedures; identify and recruit possible volunteers and donors; coordinate special events, projects, and schedules; develop, maintain, and monitor project budgets and statistics; plan and organize presentations to speak effectively before groups; understand and carry out verbal and written instructions; establish and maintain effective working relationships with County staff, volunteers, library support groups, community organizations, and the public; maintain records and prepare reports with accuracy and detail; compose correspondence, format documents, and prepare a variety of charts, graphs, and other special documents. Respond to questions, interview others to obtain information, and provide accurate information to employees, the public, and other agencies; collect and analyze information, draw valid conclusions, and formulate recommendations concerning program policies and procedures.
License or Certificate: Possession of, or ability to obtain, an appropriate, valid California driver's license.

Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
