THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. THE COMMUNITY

The County of Alameda is the geographic center of the San Francisco Bay Area, located on the east side of the Bay across from the San Francisco Peninsula. THE COUNTY

Established in 1853, Alameda County has a population of over 1.6 million residents making it the second largest county in the Bay Area and the seventh largest in the State. The County encompasses 14 cities including Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, and Union City as well as six unincorporated communities and rural areas that span a total of 738 square miles.

THE POSITION

This position provides direct administrative assistance to the Agency Director or designee, which may involve highly sensitive and/or confidential matters. Incumbents must use independent judgment, tact and discretion for successful performance of the work, as responsibilities may include resolution of internal management, policy and operational problems. These positions are located in various County departments and agencies.

Ideal Candidate will possess:


Demonstrated strong analytical skills as it relates to administrative analysis and report preparation.

Exceptional organizational skills: must be able to work efficiently and effectively on multiple projects at the same time.

The ability to prepare clear, accurate and effective reports, correspondence, policies, newsletters, and other written materials.

The ability to interpret, explain and apply complex policies, regulations, and procedures.

A demonstrated ability to establish and maintain effective working relationships with a variety of stakeholders.

The proven experience exercising sound independent judgment within established policies and guidelines.

Strong oral and written communication skills as a proficient and compelling writer that is able to draft press releases and speeches that are concise and grammatically correct.

Executive Program Coordinator

MINIMUM QUALIFICATIONS

Education:
The equivalent to graduation from an accredited four-year college or university (180 quarter or 120 semester units) with major course work in business or public administration, a social science or a field related to the work (an appropriate advanced degree is desirable).
(Additional professional-level administrative services or social service experience may be substituted for the education on a year-for-year basis.)
AND
Experience:
The equivalent to four years of full-time, professional-level administrative or managerial service provision experience, preferably in a direct client service delivery setting.
License:
May require possession of a valid California Motor Vehicle Operator’s license.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Principles and practices of direct client service delivery.
  • Principles of public administration.
  • Practices and techniques of administrative analysis and report preparation.
  • Principles and techniques of public information dissemination.
  • Computer applications related to the work.
  • Budgetary and financial record-keeping techniques.
  • Office administrative practices and procedures, including records management and the operation of standard office equipment.
  • Basic supervisory principles and practices.
  • Basic public personnel, purchasing and contract administration practices.

Ability to:
  • Plan and conduct complex and sensitive administrative and operational studies.
  • Identify management and operational problems, investigate and evaluate alternatives and implement effective solutions.
  • Interpret, explain and apply complex policies, regulations, and procedures.
  • Direct the work of a small staff.
  • Prepare clear, accurate and effective reports, correspondence, policies, newsletters and other written materials.
  • Represent the agency and the County in meetings with others and make effective public presentations.
  • Organize and prioritize work and meet critical deadlines.
  • Maintain accurate records and files.
  • Exercise sound independent judgment within established policies and guidelines.
  • Establish and maintain effective working relationships with those contacted in the course of the work.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

1) A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

2) A review of the supplemental questionnaire to determine best qualified. Those candidates considered the best qualified will move on to the next step in the examination process.

3) An oral interview which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.



CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
