Under the direction of the Chief of Staff, a Career Executive Assignment (C.E.A.) Level A, in the Office of the Director, the Executive Manager, a Staff Services Manager (SSM) I assists the Chief of Staff in managing the daily activities in the Office of the Director to achieve program objectives. The Executive Manager directly supervises two staff who support the Director, the Chief Deputy Director and one staff who assists in the Offices' day-to-day operations and administrative functions. The SSM I performs the most complex administrative work with latitude for independent action, and is directly responsible for program planning, direction and managing the Director's Office administrative functions.
KNOWLEDGE, ABILITIES, AND ANALYTICAL REQUIREMENTS
Willingness to implement new and innovative approaches needed to improve effectiveness and efficiency of work products is critical. Must be willing to adjusts thinking and behavior to adapt to changes in the job and work environment and committed to encouraging direct reports and others on the team to value change.
Must have the ability to work in a team environment, promote principles of Equal Employment Opportunity, be open to new and different ideas and opinions, and have the capacity for creative thinking and problem solving. Effective oral and written communication skills is critical.
Practical knowledge of leadership principles is key. Ability to supervise, plan, direct, monitor and evaluate direct reports. Ability to develop direct reports and other office staff in their ability to apply laws, rules, policies and procedures to achieve departmental objectives.
Knowledge of the organization, policies and procedures of Caltrans. Knowledge of State and federal laws that govern Caltrans, principles, practices, and trends of public and business administration. Ability to quickly analyze complex problems and propose solutions, including a plan to achieve those solutions. Ability to collect, develop, categorize, maintain, and summarize information to present clear and concise correspondence, reports, and technical documents. Ability to multi-task, manage simultaneous projects with short deadlines and deliver quality products.
Eligibility for hire may be determined by your score on the Staff Services Manager I Exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Working Conditions
Position located in Sacramento, Sacramento County.
The work environment is fast-paced, busy and requires considerable flexibility in managing time, priorities and assignments. You will be required to work hours necessary to interact with others in order to complete your tasks. At times it can be demanding and/or stressful and may require travel to district offices or other meeting facilities. The Executive Manager may telework pursuant to a telework agreement with the Chief of Staff. Otherwise, the Executive Manager will work in a climate-controlled office under artificial light and will use a telephone, computer keyboard, mouse and monitor to complete tasks. The Executive Manager will be assigned to a cubicle space in an office location that may have limited viewing access to outdoors.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
