Summary Statement
The Kansas Guardianship Program (KGP) Board of Directors has initiated a search for an Executive Director. The Board seeks an experienced leader with an interest in making a real difference in the lives of Kansas adults found to be in need of guardian or conservator protective services by the courts.
The KGP is a quasi-governmental agency created by the legislature for the purpose of addressing these needs and to provide support for the 700 plus volunteers who act as court appointed guardians and conservators for more than 1,300 individuals adjudicated to be in need of a guardianship, conservatorship, or both.
The Executive Director is employed by the KGP’s Board of Directors as the agency’s administrative head to direct and supervise the general management of the program. The Executive Director is responsible for the implementation and execution of the policies, programs, and activities of the KGP and acts accordance with relevant Kansas statutes and regulations.
General Responsibilities
The Executive Director shall be expected to:
· Develop and keep current policies, procedures and operational guidelines for KGP agency operation.
· Bring innovative approaches to the recruitment and training of volunteer guardians and conservators.
· Report on KGP’s activities to the governor, the legislature, the judiciary and the public on or before February 1st of each year.
· Prepare and present before state agencies and legislative committees information as may be required about the KGP budget and other issues that may relate to any statutes, rules, regulations or administrative procedures that affect persons served by the KGP.
· Provide financial oversight for the KGP.
· Employ, train and supervise staff to accomplish KGP goals.
· Develop and disseminate informational and training materials relating to persons who receive guardian or conservator services and the Kansas statutes on guardianship and conservatorship.
· Provide information and training for public and private entities to help in the recruitment of volunteers and raise awareness about the services offered by the KGP.
· Support the on-line presence of the KGP by maintaining the KGP website to assure that it is up-to-date and accurate.
· Promote a culture of respect, inclusiveness, and the appreciation of diverse perspectives, backgrounds and values.
Duties may include (but are not limited to):
· Communicate effectively with volunteers, the protected person or person subject to guardianship and staff.
· Lead the KGP in a strategic planning process to develop a 5-year plan.
· Provide conflict resolution to the protected person OR person subject to guardianship, their volunteers, and family members as may be necessary.
Employ staff and ensure training and education necessary to accomplish agency goals are provided.
Develop and maintain effective working relationships with key stakeholders, including but not limited to the Kansas Legislature, the Kansas Department of Children and Families and the Kansas Department of Aging and Disabilities Services.
· Stay informed about relevant issues that affect the populations served by KGP and demonstrate knowledge of matters that impact individuals with developmental or behavioral health disabilities.
· Oversee the preparation and filing of required reports and documents as may be required by the court.
· Ensure programmatic adherence to the Health Insurance Portability and Accountability Act (HIPAA).
· Disseminate and provide training materials relating to the Kansas statutes on guardianship and conservatorship.
· Occasional statewide travel necessary.
