Job Duties
The senior level epidemiologist is responsible for carrying out a broad and moderately complex range of investigate and analytical epidemiologic activities in an assigned district or within a statewide program area. Positions in this role coordinate a specific epidemiology program within an area to include interpreting program policies and procedures, provide training, monitoring and reviewing data collection/analysis for accuracy and consistency, and serving as a program consultant. Positions in this role may lead scientific teams and be responsible for performing a full range of coordinating and supportive duties and responsibilities, including coordinating activities with and making disease control recommendations to external partners. Positions in this role work under the limited supervision of a lead epidemiologist, program manager, district health director, nurse manager, or similar position and perform assignments, independently, making determinations about scope and direction of program planning, research and investigation, based on agreed upon direction and institutional review board approval, as needed. Typically, the work completed is reviewed to evaluate overall results prior to data dissemination.
The Division of Population Health Data (DPHD) is responsible for analytic and outreach services within the Office of Family Health Services (OFHS), including epidemiological activities regarding the collection, monitoring, analysis and interpretation of data, and program evaluation regarding programmatic data-informed decision-making and needs assessment activities. The DPHD seeks a qualified candidate to serve as the Women & Maternal Health Epi Sr. This senior-level epidemiologist position is responsible for carrying out a broad and moderately complex range of investigative and analytical epidemiologic activities. The selected candidate will be responsible for surveillance, investigation, and evaluation of MCH program data, particularly as it relates to programs in the Women/Maternal Health population domain. This position will be a member of the MCH Epidemiology and Evaluation Unit and serve as a liaison to Title V MCH Programs regarding technical, epidemiologic and statistical analyses, and health planning support. This position will develop, maintain, monitor, and analyze data for Virginia's Title V Federal Block Grant; State System Development Initiative (SSDI) Grant; and provide ad hoc epidemiologic support to other MCH programs (i.e., Breastfeeding initiatives, Plan of Safe Care, and other MCH initiatives). In addition, this position will assist with data linkages regarding pregnancy-related case surveillance. Finally, this position will work to advance the utilization of both the minimum and core data sets for the Title V program, including Vital Statistics; Hospitalizations; Pregnancy Risk Assessment Monitoring System (PRAMS); Birth Defects; and WIC datasets.
Minimum Qualifications
Comprehensive experience in epidemiology, public health, or a related area conducting surveillance activities for public health programs
Comprehensive knowledge of methods of public health surveillance
Comprehensive knowledge of federal and state laws, regulations, and policies regarding public health reporting
Comprehensive knowledge of the cause, transmission, treatment, and prevention of conditions of public health importance
Demonstrated ability to train, supervise, lead and direct the work of others either in a supervisory or project management capacity
Demonstrated ability to collect, quality assure, analyze, interpret, & present statistical data
Demonstrated ability to develop program goals and objectives and to evaluate program effectiveness
Demonstrated ability to communicate effectively orally and in writing with health care professionals and the general public
Considerable knowledge of biostatistics, computer data analysis, and data management techniques (SAS, R, or STATA, ArcGIS or Tableau)
This position requires maternal and child health (MCH) knowledge base/context, including Title X Family Planning, the Title V Maternal and Child Health Block Grant, and Perinatal Quality Collaboratives (PQCs)
Additional Considerations
Considerable knowledge in Maternal and Child Health epidemiology and evaluation, including using public health surveillance or database management systems for population-based disease data or other conditions of public health significance
Considerable knowledge of the intersection of social, behavioral, and economic conditions and health.
