Objective
The Environmental Specialist (ES) is responsible for maintaining compliance with all environmental regulations in the Gulf of Mexico and Gulf Coast Operations. The ES will report to the Director Environment, Health, Safety, Regulatory and Training but will also be expected to act as a liaison with company management, operating personnel, and regulatory agencies. Key environmental programs include air permit compliance and reporting, NPDES (onshore, state waters and federal waters), CERCLA/SARA reporting, ESG planning initiatives and waste management. The ES will also assist in the development and delivery of environmental training for Third Coast employees and contractors.
Primary Responsibilities
- Conduct and Determine tasks necessary to maintain the environmental program and policy to ensure site compliance with applicable Federal and State environmental regulations, permits, plans, authorizations, and agreements
- Collect and analyze data required for Scope 1, 2 and 3 greenhouse gas calculations
- Track key environmental metrics and implement systems to improve performance
- Conduct applicability determinations for permitting and operational controls during planning stages of construction projects and/or capital improvement projects
- Prepare and submit air permit applications
- Prepare and submit environmental reports to various environmental agencies (e.g., Title V semi-annual deviation reports, annual compliance certifications, MACT/NSPS reports, DMR’s, Tier II’s, EI’s, LDAR)
- Maintain Stormwater and Water Discharge programs, including permitting, sampling, recordkeeping, and reporting
- Maintain waste program, including discussions with waste disposal facilities, preparing Waste Profiles, coordinating sampling and analyses, and assisting with Waste Manifests
- Maintain spill/release reporting and follow up activities by preparing written spill/release reports and communicating with associated agencies.
- Conduct on-site facility audits to determine compliance with air permitting and compliance requirements.
- Assist in implementing an environmental management software system to maintain permitting and regulatory requirements, and tracking air quality compliance and reporting
- Periodically travel to each asset. Review facility equipment, operations, and maintenance processes for compliance with applicable regulations. Review site-specific recordkeeping
- Interact with all levels of employees and management within the company; local, state, and federal regulatory agencies; and consultants with self-confidence, poise, and professionalism.
- Works closely with Operations, EHSR, Technical Services Team, and others on a regular basis to promote the “ONE TEAM ONE GOAL” working environment
- Work with consultants as needed, to maintain regulatory compliance, including reviewing proposals, communicating scopes of work, keeping consultants on task, reviewing deliverables, and reviewing invoices Assist with other activities as needed

- Physical activities of this position include climbing, balancing, stooping, kneeling, crouching, standing, walking, talking, hearing, repetitive motion
- Physical requirements of this position are:
- Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work
- The visual acuity requirements including color, depth perception and field vision for this position include:
- The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes
- The conditions the worker will be subject to in this position include:
- The worker is subject to environmental conditions. Protection from weather conditions but not necessarily from temperature changes
- The worker is subject to outside environmental conditions. No effective protection from the weather
- The worker is subject to both environmental conditions. Activities occur inside and outside
- The worker is subject to extreme cold. Temperatures typically below 32 for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity
- The worker is subject to extreme heat. Temperatures above 100 for periods of more than one hour. Consideration should be given to the effect of other environmental conditions, such as wind and humidity
- The worker is subject to noise. There is sufficient noise to cause the worker to shout to be heard above ambient noise level
- The worker is subject to vibration. Exposure to oscillating movements of the extremities or whole body
- The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals
- The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation.
- Approximately 25% of anticipated travel
- Minimum of Bachelor’s degree in Environmental Science, Engineering, or related field
- Minimum of 5 years of experience with the applicable environmental and air quality programs
- Experience in the oil and gas industry, preferably within natural gas and liquid midstream sectors
- Working knowledge with MACT, NSPS, NESHAP, SPCC, ESA Regulations
- Working knowledge of the following state environmental regulations preferred: AL, LA, MS, TX and offshore Gulf of Mexico Offshore
- Excellent communication and interpersonal skills, both written and verbal required
Education and Qualifications
- Strong computer skills (Microsoft Office, Adobe, Google Earth and/or GIS) and strong familiarity with developing and maintaining spreadsheets and/or databases to calculate and track emissions
- Must be capable of performing research through various forms of media
- Must have strong coordination and organizational skills
- Ability and willingness to arrive early and/or stay late periodically is required
