Job Duties
TWO Full-time positions available with responsibility for evaluating, inspecting, and recommending permitting actions for projects located over state-owned submerged lands, tidal wetlands, and coastal primary sand dunes and beaches. Depending on experience, position could be a Specialist I or a Specialist II. Position requires extensive interaction with citizens, tidal wetlands boards, local officials, contractors, watermen, marine planning consultants, and various regulatory agencies. Evaluates all permit applications submitted in an assigned geographic area; reviews technical reports, plans and specifications requiring independent analysis; drafts and negotiates terms and conditions embodied in permit documents; assists in preparations and composition of policy level correspondence. Must prepare and give public presentations regarding the agency’s jurisdiction and recommendations for controversial proposals. Position is based out of the agency's main office in Hampton on Fort Monroe, VA.
Minimum Qualifications
Requires experience and/or education in land use planning and regulation, engineering, oceanography, marine science, marine resource management or closely related field. Good analytical, writing and speaking abilities, aptitude and understanding of computers is needed. Candidates must have a high school education or the equivalent, with studies and/or experience in Marine Science, Environmental Engineering, or related field. Graduation from a college or university with a degree in Marine Science, Environmental Engineering, or related field a plus. Successful candidate must be eligible for a valid Virginia driver's license. Continued employment is dependent on successful completion of the standard 12-month probationary period. This position is located at Fort Monroe in Hampton, VA and is ineligible for teleworking for at least three months, with an evaluation and approval system to align with business needs and policy thereafter.
Additional Considerations
Physical requirements: Sitting, standing, walking, minimal lifting. Position requires weekly fieldwork within tidal wetlands and along coastal shorelines and occasional boat trips.
