The Position
The Environmental Services Program is seeking Environmental Services Specialists. These positions will perform basic routine duties to protect and enhance the local environment, protect public health and infrastructure through pollution control, source investigation and inspection, complaint response, and pollution prevention. In addition, their focus areas include pollution prevention, regulation of commercial and industrial discharges to the storm or sanitary systems, response to complaints, compliance enforcement, and regulatory reporting.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
  1. Review basic industrial permit applications and develop discharge permits; review existing permits for renewal and/or modification.
  2. Conduct initial industrial survey and routine inspections for new facilities or applications to determine applicability of pretreatment and stormwater management approaches for each business/industry. Identify pollution prevention opportunities; research best management practices; educate and assist basic commercial/industrial clients in instituting pollution prevention options.
  3. Perform routine regulatory inspections and provide guidance to less complex permitted industrial users to assure compliance with sanitary and stormwater requirements; evaluate appropriate and optimized usage of pretreatment apparatus; evaluate and record industrial user's self-reports and records; commence administrative enforcement proceedings when appropriate.
  4. Review and enter data into industrial billing database; review and coordinate billing for cost recovery; generate billing reports; enter user information into the District's computer database system; update and maintain industrial user files. Generate reports as necessary.
  5. Perform basic water quality investigations and inspections to determine source of pollutant(s); mitigate/eliminate violation; establish responsibility for cleanup; and commence enforcement proceedings when appropriate.
  6. General understanding of District policies to resolve basic complaints and problems related to water quality and the District's pretreatment and industrial storm water programs.

Qualifications
KNOWLEDGE OF:
  • Pertinent Federal, State and local laws, codes and regulations concerning environmental pollution control and industrial/commercial waste disposal into sanitary and storm systems
  • Working knowledge of biology, chemistry and chemical engineering principals
  • Basic industrial processes and practices
  • Methods and principles of business/industrial pollution pretreatment and prevention
  • Principles and practices of compliance inspection
  • Basic wastewater treatment technology
  • Basic sampling and analytical laboratory processes and equipment
  • Pertinent safety laws, rules, and regulations

SKILL IN:
  • Monitoring program components
  • Communicating effectively both orally and in writing
  • Composing concise and clear written reports and correspondence
  • Communicate technical terms and concepts to diverse audiences
  • Completing and maintaining accurate records
  • Basic understanding of reading and interpreting blue prints and drawings for buildings, plumbing, and piping systems
  • Use of basic laboratory measuring equipment
  • Sampling techniques and procedures
  • Use of computers and computer software for word processing, spreadsheets, graphics, and databases

ABILITY TO:
  • Conduct research and analysis of business pollution problems and alternative solutions
  • Present ideas using a variety of communication methods which increase understanding and motivate change
  • Conduct basic investigations in a variety of settings including but not limited to industrial, commercial, stormwater conveyance, and creeks
  • Understand and interpret pertinent policies, procedures, laws, codes and regulations
  • Understand and interpret lab reports and findings
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, industrial clients, community groups, and the general public
  • Operate effectively in a team environment
  • Communicate clearly and concisely, both orally and in writing

EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the required KSAs would be:
6+ months of experience in performing or assisting in pollution prevention, industrial pretreatment, industrial storm water, regulatory compliance, environmental analysis projects, investigations and inspections, wastewater laboratory or environmental sampling.
Training or college level coursework in biology, chemistry, wastewater technology, environmental sciences, or related fields.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidate must possess and maintain a valid state issued driver's license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
