Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under the supervision of the Senior Environmental Scientist Supervisor, the Environmental Scientist performs a broad range of scientific duties involving scientific permit and regulation activities, environmental analysis of program field activities, data analysis and post entry quarantine activities.

Evaluate the potential environmental impacts of proposed projects and program activities to determine compliance with the California Environmental Quality Act (CEQA).

  • Apply scientific analysis of programmatic environmental impacts to prepare regulatory and compliance documents that accompany Proclamation of Emergency Project and/or Notice of Treatment packages. Review maps prepared using GIS software and determine the geographical boundary of a proposed quarantine to verify locations. Prepare narrative text description of quarantine boundaries.

  • Evaluate pesticide treatment scenarios for compliance with current California labels and environmental compliance.
  • Monitor compliance with permit conditions, as documented by Division field staff.
  • Coordinate and prepare new, amended, and renewed permits and associated documents for review and approval by state scientists and management.
  • Electronically file copies of signed permits and provide copies, via email, to the permittee(s), county agricultural commissioner(s), and pertinent Division staff.

  • Coordinate review of permit applications prepared by the USDA for the movement into California of plant pests, foreign soil, quarantine plant material, genetically engineered organisms, and foreign commodities. Prepare state comment letters.

  • Collect applications and organize grant application for evaluation committees.
  • Communicate results of the evaluation committee and compose award and non-award letters.
  • Follow status of awarded research projects and monitor compliance with CDFA policies.
  • Coordinate with researchers, Sacramento Headquarters personnel, various county agricultural commissioner’s offices and other cooperators to prepare work plans and reports that are in line with CDFA standards.
  • Document project progress and results by completing required reports and submitting documentation and reports to the appropriate parties.

Working Conditions

The duties of this position are performed indoors approximately 90% of the time. The employee has an office that has a desk, shelves, books, and computer. The building has an air-conditioning/heating system.

The incumbent must be able to establish and maintain effective working relationships with those contacted during the course of work; work well under pressure, make appropriate decisions and well thought out recommendations, work independently in completing assigned work and meet required deadlines. Travel by State vehicle or other public transportation systems to various locations throughout the State may be required for training and meetings approximately 10% of the time.

Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy.

Department Information

The California Department of Food and Agriculture’s (CDFA) Plant Health and Pest Prevention Services (PHPPS) mission is legislatively mandated and clearly articulated within the California Food and Agricultural Code, Section 403. These mandates serve as the basis for the PHPPS Division’ mission, vision, values and goals: to protect ornamental and native plantings as well as agricultural crops from the harm caused by harmful plant pests; provide leadership and in pest prevention and management programs that effectively protect California’s agriculture, horticulture, natural resources and urban environments from invasive plant pests; and prevent the entry, spread and establishment of invasive plant pests that could be detrimental to the State’s agriculture, public or natural resources.
