Description of Job
About this Work Unit
The Region 4 Environmental Team ensures that CDOT's project development, construction, access, and maintenance activities in Northeast Colorado comply with the National Environmental Policy Act of 1969 (NEPA), the Federal Highway Administration (FHWA) policies, the Federal Transit Administration, High-Performance Transportation Enterprise, CDOT's NEPA Manual, and state and local laws and regulations that mandate the protection and enhancement of the human and natural environment.
About this Position
Classified as an Environmental Protection Specialist III, this position is responsible for managing complex NEPA projects for environmental compliance under various regulatory guidelines to ensure incorporation of all applicable federal, state, and local laws and statutes. You would also independently lead the NEPA process and prepare NEPA-related documents, state-level permits, and notices. This includes determining the appropriate level of environmental assessment and managing the work of consultants to ensure all applicable permits and ordinances are incorporated into project plans, given budgetary and other constraints. This position manages major Environmental Projects and project teams.
This position also serves as the Region's expert for compliance with visual resources. This role requires an understanding of the various forms and parts of Visual Impact Assessments (VIA), as well as demonstrable experience producing or supporting VIAs. Such experience may include some or all of the following: assessment of visual impacts using established federal methods (e.g., FHWA, USFS); site photography; document production including incorporation of graphics (simulations and maps); proficiency in or understanding of GIS role in VIAs, including viewshed analyses and other forms of visualization; and the external and internal communication/coordination required for efficient completion of high-quality visual assessments.
This position's other duties include providing landscape architecture expertise to multi-disciplinary teams to develop and recommend solutions for highly complex transportation projects. In this role, you will analyze projects for the impact they will have on roadside functional needs and mitigation needs. You will also perform on-site inspections and make professional recommendations for roadside preservation, restoration, mitigation, and plant establishment work on construction sites.

Work Environment:
  • Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, with opportunity for a flexible schedule
  • After a training period, you will likely work a hybrid schedule with a combination of in-office and remote work
  • Approximately 25% spent in the field, 75% spent in the office
  • Travel required to attend meetings, training, and to conduct field inspections

Minimum Qualifications
  • 8 years of full-time professional work experience in a field related to the Major Job Duties with 4 of those years focused on coordinating environmental studies which included complex projects requiring NEPA compliance with an emphasis on visual and landscape resource compliance.

OR
  • A bachelor's degree from an accredited college or university in landscape architecture, environmental science, natural resources, or a closely related field AND 4 years of full-time professional work experience focused on coordinating environmental studies which included complex projects requiring NEPA compliance with an emphasis on visual and landscape resource compliance.

OR
  • A master's degree from an accredited college or university in landscape architecture, environmental science, natural resources, or a closely related field AND 2 years of full-time professional work experience focused on coordinating environmental studies which included complex projects requiring NEPA compliance with an emphasis on visual and landscape resource compliance.

OR
  • A doctorate degree from an accredited college or university in landscape architecture, environmental science, natural resources, or a closely related field and 1 year of full-time professional work experience focused on coordinating environmental studies which included complex projects requiring NEPA compliance with an emphasis on visual and landscape resource compliance.

Preferred Qualifications
The exceptional applicant will possess the proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Highest work/personal ethics and integrity;
  • Extensive professional knowledge and expertise with CDOT and FHWA procedures related to visual resources and overall NEPA compliance and documentation;
  • Extensive professional knowledge and experience in managing/overseeing NEPA projects at the EA/EIS and categorical exclusion level;
  • Familiarity with federal agencies and their established methods for assessment of visual effects or impacts to the scenery (e.g., BLM, FHWA, USFS), as well as CDOT guidelines;
  • Proficient in or understanding of GIS role in viewshed analysis and assessments;
  • Ability to perform on-site inspections and make professional recommendations for roadside preservation, restoration, mitigation, and plant establishment work on construction sites;
  • Maintaining a current working knowledge of environmental best practices, techniques, and state and federal procedures, regulations, and policies;
  • Ability to read and interpret engineering project plans;
  • Identifying and analyzing problems using sound reasoning to arrive at conclusions;
  • A passion for safety;
  • Being open to change and new information; adapting behavior and work methods in response to changing conditions or unexpected obstacles;
  • Ability to partner with professionals, consultants, stakeholders, and staff, with sensitivity to their needs and priorities;
  • Leadership roles over work and project teams, including participation in statewide committees and/or issues;

  • Excellent facilitation, presentation, and communication skills, both written and oral;
  • Ability to present technical information clearly in oral, written, graphic or other forms;
  • Strong attention to detail and accuracy;
  • Ability to learn from others and to work in a team environment;
  • Fluency in MS Office Suite (Outlook, Word, Excel, Access), GIS, and the ability to quickly learn new software.
