Environmental Analyst III - Woburn

 

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, the preservation of wetlands and coastal resources, and commits to address Environmental Justice and equity for all people of the Commonwealth.

MassDEP seeks applicants for the position of Environmental Analyst III (EAIII) within the Bureau of Water Resources (BWR) Wastewater Program. The position is assigned to the Northeast Regional Office (NERO) located in Woburn, MA. Under the general supervision of an Environmental Engineer or Analyst of higher grade in the Wastewater Management Section, the EAIII shall perform assigned duties to support permitting, compliance, and enforcement activities in the Section, and other duties, as needed, to protect and preserve the state's water resources.

 

Duties and Responsibilities include, but are not limited to:

  • Review data on per- and polyfluoroalkyl substances (PFAS) in wastewater residuals.

 

  • Coordinate with MassDEP Boston wastewater program staff on policy matters related to PFAS in residuals and residuals capacity.

 

  • Coordinate with MassDEP NERO Drinking Water Program, Bureau of Waste Site Cleanup, and Bureau of Air and Waste on cross-program regional PFAS issues.

 

  • In collaboration with MassDEP Boston staff, engage with wastewater treatment facilities on opportunities for source reduction of PFAS from industrial dischargers.

 

  • Serve as the NERO lead on wastewater residuals.

 

  • Review and issue groundwater discharge permits, checking for consistency with established standards, criteria, regulations, and policies to protect public health and water resources.

 

  • Conduct field inspections of assigned wastewater management facilities and review monitoring reports to ensure compliance with established regulations and discharge permits.
  • Provide technical review and approval of moderately complex technical reports, plans and specifications, comprehensive wastewater management plans, and stormwater management plans.

 

  • Work with MassDEP staff and regulated parties in drafting, negotiating, and finalizing enforcement agreements/actions, and subsequently tracking compliance.

 

  • Serve as the NERO Wastewater climate resiliency liaison by providing support to NERO BWR for programmatic coordination with State Hazard Mitigation and Climate Adaptation Plan (SHMCAP) goals.

 

  • Investigate complaints, sample water resources, and perform other duties as needed to assist in implementation of the wastewater management program.

 

Preferred Work Experience and Qualifications:   

 

Qualified applicants must have knowledge and experience in the principles of wastewater treatment and management.  Qualifications include:

 

  • Knowledge of water quality issues in Massachusetts, including wastewater and residuals.

 

  • Knowledge of issues related to PFAS in the environment.

 

  • Experience and proficiency in principles of proper wastewater management.

 

  • Knowledge and experience with the development or review of environmental engineering plans and specifications, wastewater management studies, and wastewater treatment plant operations.

 

  • Experience using Microsoft Word, PowerPoint, Excel, and GIS.

 

  • Proven ability to work collaboratively with others.

 

  • Excellent oral and written communication skills.

 

  • Valid Massachusetts driver's license.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. 

 

Substitutions: 

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
