BOOST is helping one of our clients hire a highly skilled Enterprise Architectto assist the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction Office (CWMD) to lead DHS counter-WMD efforts and coordinate with domestic and international partners to safeguard the United States against chemical, biological, radiological, and nuclear (CBRN) and health security threats. The Program Analyst will be a member of a team providing an ongoing program of analysis to support decisions regarding approaches to full current and future capability gaps through risk assessments, gap analysis, and CBRN architecture development. The successful candidate will have experience developing DoDAF products, supporting federal programs, and interacting with abroad range of stakeholders and federal clients. Thought leadership, critical thinking, clear written and oral communication skills are a must. Must be a self-starter with the ability to work effectively independently and in team settings to include close collaboration with program managers and client personnel.
Duties & Responsibilities:
- Assist the lead Sr. Enterprise Architect and senior personnel to perform mission capability and gap analysis of CWMDs chemical, biological, radiological, and nuclear (CBRN) mission to include what functions are performed, who performs them, where and when the functions are performed, and how they are performed to provide capability to the USA against a terrorist attack.
- Apply comprehensive methods for describing current and/or future architecture/structure and behavior of an organization's processes, information systems, personnel, and organizational sub-units, so that they align with the organization's core mission, vision, goals, and strategic direction.
- Assist in addressing business architecture (planning, programing, budgeting, and execution), CBRN architectures (how an adversary may use a pathway to do an attack), performance management (through org. program reviews) and process architecture.
- Apply knowledge of frameworks such as DOTMLPF to assess the architecture and capability gaps.
- Support enterprise design by developing enterprise schemas to map data and process flows between capabilities and solutions- creating node charts.
- Participate in program management working sessions and support program managers in executing day-to-day project management activities.
Minimum Qualifications:
- Top Secret clearance with SCI eligibility
- Bachelor’s degree in engineering, information technology, business, or related field.
- At least 6 years of relevant experience
- Experience with the Department of Defense Architecture Framework (DoDAF) and/or Unified Architecture Framework (UAF).
- Ability to read and interpret government policy, regulations, and directives, and to apply those interpretations when directed by the Project Manager or designee fully and legally to all PWS activities.
- Excellent written and verbal communication skills.
- Advanced understanding of MS Word, Excel, and PowerPoint.
- Ability to establish and maintain effective working relationships with clients, stakeholders, and team members.
Preferred Qualifications:
- Experience assessing Chemical, Biological, or Radiological/Nuclear detection systems, threats, and/or related policies. Experience working with CWMD, Defense Threat Reduction Agency (DTRA), or DHS.
Place of Performance: This is a hybrid position with a minimum requirement to work onsite two days per pay period (two weeks). The CWMD Office is located at the Saint Elizabeth’s Campus, 2703 Martin Luther King Jr. Ave SE, Washington, DC 20593
