Job DescriptionFluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.Under the general direction of the Assistant Director of Engineering, the Engineering Track and Systems Lead supports the technical coordination between the Engineering Services Branch and Rail and Operations Delivery Branch and assists with the development, recommendation, and implementation of polices in relation to track and systems engineering standards and technical requirements in coordination with other Branches and relevant stakeholders. The Lead supports planning, development, procurement, design and construction of the capital projects. The individual assists with the coordination between the civil engineering infrastructure and track and systems design, construction and O&M, with a focus on the integrity of civil engineering elements. The employee works in the Engineering Services Branch.• Other duties as assignedNotice to Candidates:Background checks are carried out as part of any conditional offer made, including (but not limited to & role dependant) education, professional registration, employment, references, passport verifications and Global Watchlist screening.To be Considered Candidates:Must be authorized to work in the country where the position is located.Basic Job Requirements• Accredited four (4) year degree or global equivalent in engineering field of study and twenty (20) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements• This individual shall have at least 20 years of railway experience • Knowledge of principles and practices of high-speed rail project management. • Knowledge of high-speed rail civil works, track, system, and maintenance • Knowledge of principles and practices of the design and construction support projects. • Familiar with Design-bid-build and Design-build project delivery methods and requirements. • Ability to use experience to evaluate engineering solutions for the major railway projects from planning, preliminary, final design, construction, and through the operation and maintenance phases.• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders• Job related technical knowledge necessary to complete the job• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines• Ability to attend to detail and work in a time-conscious and time-effective mannerOther Job Requirements• Provides structural engineering input and support for the construction package final design and construction support team. • Performs programmatic due diligence review of technical submittals• Conducts studies and research related to structural engineering in support of engineering services and other functional areas particularly relating to other functional branches• Performs analysis and interpretation of reports, studies and plans to establish engineering services position and interpretation of structural engineering related codes and third party and local agency requirements• Assists in the development of engineering services processes, procedures and plans.Preferred Qualifications• Strong project and engineering management background • HSR civil, track and system design and construction experience • Experience in rail operation and maintenance for civil infrastructures • Proficiency and knowledge of computer software applications such as Microsoft Excel, Microsoft Word and Visio • Knowledge of and ability to apply engineering judgment in areas of design and construction engineering on transportation projects • Good communication skills • Working relationships with management, consultants, private sector contractors, subcontractors and suppliers, and their associations. • Degree in engineering, construction management, or other closely related curriculumSalary Range160,000 to 302,000 BenefitsFluor is proud to offer a comprehensive benefits package designed to promote employee health, wellness, and financial security.
