Job Description
GENERAL PURPOSE
Works under the supervision of Development Engineer or City Engineer, employee is responsible for assisting engineers and inspectors in solving technical problems in research and development, construction, inspection, and maintenance in accordance with the City's design and construction standards for infrastructure.
SUPERVISION EXERCISED
Employee has no supervisory responsibilities.
Essential Duties
CORE COMPETENCIES:
LAND DEVELOPMENT
  • Ensures that infrastructure and facilities are in compliance with the City's master plan, applicable standards, and specifications.
  • Works as the permit coordinator / intake personnel for digital and print copies of applications and construction plans and similar documents. Reviews submittal for completeness and communicates with the applicant for missing items.
  • Coordinates and facilitates the Land Development permitting process.
  • Works as the documentation specialist for all Land Development related applications and submissions. Task includes but not limited to scanning, downloading, and uploading files, and saving on the computer server as well as preserving print copy documents following provided guidance and City policies.
  • Works to establish effective communication among the Land Development applicant, City reviewers, and construction inspection team to facilitate the entire Land Development process from start to final acceptance.
  • Reviews ROW construction permit application, Land Disturbance Permit application, Node permit application, Floodplain development permit application, construction plans for compliance with codes, regulations, and standards; reviews adequacy of permit applications.
  • Reviews plat applications and construction drawings for new or re-platted subdivisions and commercial developments.
  • Receives, files, and distributes material test results reports.
  • Visits construction site, if required. Visits area of concern, if directed, and provides written observation accordingly.
  • Maintains fiscal security documents and related log for Land Developments. Processes release of posted bond or letter of credit by following departmental policies.
  • Under the supervision of the Development Engineer, prepares and processes deliverables from engineering and surveying companies.
  • Coordinates with outside agencies.
  • Receives and responds to phone calls and e-mails from applicants and citizens. Communicates with appropriate people to address pending matters.
  • Performs administrative supportive tasks for the Land Development section.
  • Performs mathematical functions and simple algebraic equations.
  • Assists in reviewing and updating of the City's construction standards.
  • Under supervision of Development Engineer, responds to public or other inquiries relative to City Code of Ordinance, engineering policies and procedures on specific projects, and provides appropriate verbal and written guidance.
  • Assists in the preparation and maintenance of subdivision construction cost/unit price databases.
  • Coordinates with City staff and updates/maintains Land Development project and application status tracker.
  • Conducts research on assigned topics/matters.
  • Prepares memorandums and reports.
  • Prepares and/or reviews draft or final legal documents and agreements.
  • Attends meetings as required.
  • Serves as a member of various employee committees, as assigned.
  • Performs other duties as assigned.

Required Minimum Qualifications
Education and Experience:
  1. Associate Degree in Civil Engineering technology, Construction Management, Engineering, Drafting and Design, Architecture, Environmental Science, or similar scientific degree program; and
  2. One (1) year of previous work experience as a Civil Engineering project permit coordinator or construction site supervisor or work experience in any capacity in the Engineering, Public Works, or Planning and Development Services department of any City/County/Public Agency or work experience with a consulting Engineering, Architectural, or Planning firm; or
  3. Any equivalent combination of education and experience.

Knowledge, Skills and Abilities:
  1. Knowledge of design or construction principles, practices, and methods.
  2. Knowledge of applicable City policies, laws, and regulations affecting Division activities.
  3. Knowledge of engineering related computer applications such as CAD systems, GIS, and modeling software.
  4. Ability to use MS Office programs especially Word, Excel, PowerPoint, and Outlook.
  5. Skill in operating the listed tools and equipment.
  6. Ability to communicate effectively, orally and in writing, with employees, consultants, and the general public.
  7. Ability to conduct necessary engineering research and compile reports.
  8. Maintains regular and punctual attendance.
  9. The Engineering Technician must be collaborative and a team player. The staff must work to implement the vision and goal set up for the organization and the department. An attitude to serve the Citizens and assist any applicant is required.
  10. This position requires effective time management. The successful candidate will be articulate, with professional presence and possess planning and organizational skills.

Special Requirements
  1. Must have a valid driver's license by date of hire.
  2. Must obtain and maintain a Texas Driver's License within 90 days of hire.
  3. Physically be capable of moving about on construction work sites and under adverse field conditions.

Tools and Equipment Used
Personal computer including word processing, spreadsheet, database, computer-aided-design software, geographic information system software, applicable modeling software; standard drafting tools; surveying equipment; motor vehicle; phone; mobile radio; and appropriate safety, measuring, and sampling equipment as necessary.
Physical Demands

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.
While performing the duties of this job, the employee is occasionally required to stand; walk; use hands and fingers to handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk and hear; and smell.
The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The noise level in the work environment is usually quiet to moderate.
