DEFINITION
Engineering Technician I/II
This position is with the Engineering Division of Humboldt County Public Works.

Under general supervision, performs a variety of technical and paraprofessional engineering support work in the field and office; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
Engineering Technician I is the entry level class in this technical support series. Initially under close supervision, incumbents perform the more routine surveying, design, inspection and permit processing work. This class is alternately staffed with Engineering Technician II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
Engineering Technician II is the skilled level class in this series, fully competent to perform a wide range of field and office technical support duties. This class is distinguished from Senior Engineering Technician, which is responsible for performing the more difficult and complex engineering technical support work and for providing lead supervision for assigned staff.
EXAMPLES OF DUTIES
  • Performs drafting and mapping assignments using manual or computer-aided methods; prepares and reviews layouts, plans, profiles and other designs for various public works projects from engineer's instructions and notes; may prepare graphic displays, organization charts and similar materials.
  • Reduces survey field notes, prepares quantity take-offs and materials lists for specifications as required.
  • Prepares and maintains master files of drawings, maps and specifications; researches and updates as required.
  • Performs resident engineering support work on smaller projects including research, estimation, payroll monitoring, construction supervision and related duties.
  • Inspects construction projects, subdivision improvements, and encroachments to ensure compliance with plans, specifications and standards.
  • Performs field and office work related to property or right-of-way boundaries; researches records and files.
  • Prepares property descriptions and maps; reviews maps requiring the County Surveyor's signature for compliance with laws, ordinances and appropriate survey practices.
  • Participates as a member of survey crew, performing rod and chain and instrument work.
  • Reviews, processes and issues routine encroachment, non-legal load transportation, house moving, parade and other permits.
  • Conducts traffic engineering studies, analyzes data and prepares road construction and improvement recommendations.
  • Makes complex technical engineering and mathematical computations.
  • Provides information to and confers with contractors, engineers, developers, representatives of other government agencies and the public regarding assigned areas of expertise.
  • Uses a computer and electronic calculator to solve a variety of engineering-related problems.
  • Prepares and maintains accurate records, correspondence and various technical, statistical or narrative reports.
  • Provides work direction and training for less-experienced staff.

QUALIFICATIONS
NOTE: The level and scope of knowledge and skills listed below are related to job duties as defined under Distinguishing Characteristics.
Knowledge of:
  • Principles, practices and terminology of varied engineering technical support work, including drafting, mapping, design, construction, survey, permit processing, field inspection and right-of-way.
  • Common public works construction methods and materials.
  • Engineering mathematics through trigonometry.
  • Data collection and analysis methods.
  • Computer applications related to the work.
  • Standard office practices and procedures.

Skill in:
  • Performing engineering technical support work in a variety of areas.
  • Using drafting tools and equipment to prepare skilled layouts, maps and graphic materials.
  • Analyzing engineering technical and statistical information, evaluating alternatives and making sound recommendations.
  • Making accurate mathematical calculations.
  • Making accurate records, sketches and notes and preparing clear and concise reports, correspondence and other written materials.
  • Making accurate field inspections and enforcing compliance with plans and specifications.
  • Operating and maintaining precision surveying instruments.
  • Reading and interpreting engineering plans and specifications.
  • Following written and oral technical instructions.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

Other Requirements:
Must possess a valid California driver's license. Must be willing to work outdoors year round in all weather conditions.
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Engineering Technician I: Equivalent to completion of two years of college or possession of an Associate of Arts degree in a pre-engineering or closely related curriculum.
Engineering Technician II: In addition to the above, two years of engineering technical support at a level equivalent to the County's class of Engineering Technician I.

This is about the retirement benefits we offer. You've probably heard that we have a great retirement plan. Basically, you fall into a Tier based on the date you first start working for the County or any other governmental employer that uses CalPERS for retirement. If this is your first job in government, then you'll be in Tier III. 2.0 means that for every year you work for the County, you will receive 2% of your final annual pay rate for every year that you work for us if you work the required minimum number of years (that's called vesting) and retire after the age following the @. So, if you work 20 years and retire at 64 years of age, you will receive 20 x 2% or 40% of your final annual pay rate every year in retirement.
CalPERS Retirement Program:
The County participates in the CalPERS retirement system, with both the County and the employee making contributions toward the employee's retirement.

Selection Procedure:
